On May 4, 2019, a meeting of the Central election Commission of the Republic of Kazakhstan was held, which was attended by representatives of political parties and the OSCE / ODIHR Mission. The following issues were discussed at the meeting:

The Central election Commission of the Republic of Kazakhstan adopted a Resolution on holding pre-election television debates and discussions at the early elections of the President of the Republic of Kazakhstan.
The adopted resolution defines the date of pre-election television debates and discussions — May 29, 2019 on the television channel of the joint-Stock company “Khabar Agency” in the city of Nur Sultan
At present, regulations have been developed for the conduct of television pre-election debates and discussions, which provide for their conduct.
The debates are divided into 3 rounds.
The theme of the first round is “Priorities of economic development of Kazakhstan”. The first round of pre-election television debates and discussions includes two rounds. In the first round, each participant will perform in order to present their election program.
The second round is supposed to be a discussion session “questions and answers” from the participants to their opponents. Participants can ask their opponents two questions and answer two questions.
The theme of the second round is “Social modernization of Kazakhstan”.
In the first round of the second-round participants will speak on a given topic.
The second round involves one question from leading to all participants.
The theme of the third round is “the Word to voters”. In the third and final round, the participants directly address the voters.

Member of the Central election Commission Baimoldina Zauresh Khamitovna in her report said that on May 6, 13, 21, 2019 the Central election Commission accredited 125 observers, including:
109 observers from five international organizations: CIS, CIS, ODIHR/OSCE and the OIC;
16 observers from 8 foreign countries, which are representatives of the Central electoral bodies of Armenia, Bulgaria, Georgia, Malaysia, Moldova, Latvia, Russian Federation, Turkey.
2 and 23 May 2019 received representation of the MFA for the accreditation of observers in several Missions:
— 19 observers in the CIS observer Mission;
— 24 observers in the SCO observer Mission;
— 10 observers from TurkPA;
— 63 OSCE PA observers
In addition, 7 observers from foreign States, who are representatives of the Central electoral bodies of Azerbaijan, Belarus, Latvia and Mongolia, are represented.
All 123 of the observers was submitted for accreditation.
Upon receipt of submissions for accreditation data for observers updated.
Accreditation of observers of foreign States and international organizations will be carried out by the CEC until 18.00 on June 3, 2019.
As of May 24, the total number of observers from international organizations and foreign States was 248.
