Within the framework of the campaign “How do you live, primary?”, the first Deputy Chairman of the FPRK Mukhtar Tinikeev met with the professional asset of the “Mother and Child Center” of the East Kazakhstan region.

The meeting was attended by Deputy Chairman of the FPRK Nurlan Uteshev, Deputy of the Mazhilis of the Parliament Ekaterina Smyshlyaeva, chairman of the Trade Union Center of East Kazakhstan Region Temirbek Kasymzhanov, chairman of the East Kazakhstan regional branch of the Branch Trade Union of Health Workers “SENIM” Nurzhan Zeynullin, chief physician of the” Center for Mother and Child “Yermek Omarbekov, chairman of the primary trade union organization” Center for Mother and Child ” Ainur Smagulova and the staff of the institution.

Opening the meeting, Temirbek Kasymzhanov noted the high importance of the action” How do you live, primary?”, initiated by the Federation of Trade Unions of the Republic of Kazakhstan within the framework of the Year of Primary Trade Union Organization.

During the meeting, it became known that the chief doctor of the Mother and Child Center Yermek Omarbekov was appointed head of the Health Department of East Kazakhstan Region.

“Mother and Child Center” is a medical and diagnostic complex, the only one in the East Kazakhstan region, providing highly qualified medical care, as well as consulting and diagnostic services to the children’s population of the region and women.

The trade union organization of the “Mother and Child Center” has been organized since 2016.

According to the chairman of the primary trade union organization of the Center, Ainur Smagulova, the Center employs 1,428 employees, including 1,301 trade union members, which is 91.1 % of the number of employees of the institution, including 603 young people under 35 years of age.

“The number of social benefits and benefits provided to employees of the institution in accordance with the collective agreement includes: material assistance for vacation, mat aid to women in connection with the birth of a child, one-time incentives for employees in connection with reaching retirement age, compensation for the cost of sanatorium treatment to employees, incentives with an anniversary date, reimbursement of the cost of renting housing to specialists. Allocation of lifting equipment for young professionals in the amount of 150,000 tenge, ” Ainur Smagulova said.

This year, a clause was added to the collective agreement of the Center, according to which financial assistance, targeted payments to anniversaries, and the organization of funerals of close relatives were doubled.

The institution employs 40 public labor protection inspectors, and has a production council. Technical inspectors improve their skills, and pass certification within the appointed time. Over the past 3 years, the Center has not recorded a single accident among employees.

The trade union is constantly working to improve the health of employees.

Last year, 4 doctors of the Center who fell ill with coronavirus were rehabilitated free of charge in the sanatoriums of the Federation of Trade Unions, according to the allocated vouchers of the FPRK.

Special attention was paid to the support provided by the regional branch of the Branch Trade Union “SENIM”, which, within the framework of targeted social assistance, allocate cash certificates to trade union members.

One of the holders of the housing certificate in the amount of 2 million 590 thousand tenge was the head of the Department of Pediatrics No. 1 Nazym Samenova.

“Thanks to the housing certificate, which I used as a down payment for the program “7-20-25”, our family lives in their own two-room apartment. I would like to take this opportunity to express my gratitude to the trade union organization and the Branch Trade Union “SENIM”, – said Nazym Samenova.

Taking care of the medical staff’s accommodation is one of the priorities of the medical institution. The center has its own housing stock in a multi-storey building, apartments in which are allocated to doctors who do not have their own housing and those who came to us from other cities. If there is a shortage of housing stock, the collective agreement provides for reimbursement of the cost of renting housing to such specialists.

Within the framework of the social partnership, the trade union organization and the management of the institution reached an agreement that the monthly salary is set differentially, depending on the qualifications of doctors, the complexity and volume of work performed. In addition, it was decided to establish additional payments to the salaries of junior medical personnel engaged in auxiliary and administrative activities, which were not affected by the recent increase in salaries for medical workers. Since this year, their salaries have been increased by 20% from extra-budgetary funds.

An important point of the contract is the condition on the allocation of lifting funds for young doctors in the amount of 150,000 tenge.

Welcoming the participants of the meeting, Deputy of the Mazhilis of the Parliament Ekaterina Smyshlyaeva spoke about the measures of support of medical workers from the state.

“Today it is important for us to be in touch through the Federation of Trade Unions to be able to identify problems on the ground. But there are a number of unresolved issues: First, there are complaints about the payroll system for doctors of surgical specialties. Secondly, laboratory employees who do not have a medical education did not fall under the action of Resolution No. 1193, which regulates the increase in salaries for medical workers. In July last year, the item on assigning categories was removed from the Code “On the Health of the People”. Since January 1, categories are not assigned. Doctors are running out of time for categories. On all these issues, we are ready, together with the Federation of Trade Unions, to support your reasoned proposals,” Ekaterina Smyshlyaeva stressed.

In turn, the chairman of the East Kazakhstan regional branch of the Branch Trade Union of Health Care Workers “SENIM” Nurzhan Zeynullin thanked the deputy and the Federation of Trade Unions for their support and noted that the relevant appeals were sent to the central state bodies.

Temirbek Kasymzhanov stressed that the problematic issues of the industry will be formulated and sent to the Federation of Trade Unions in the near future.

Summing up the meeting, the First Deputy Chairman of the FPRK, Mukhtar Tinikeev, spoke about the measures of support for medical workers from the Federation of Trade Unions of the Republic of Kazakhstan.

The issues of creating decent and safe working conditions, raising the minimum wage were reflected in the Strategy of the FPRK adopted at the Federation Congress. For the first time, three republican unions of trade unions worked together on a draft General Agreement for 2021-2023. After the signing of the General Agreement, working working groups are established to consider the issue of the minimum

wage, on the ratification of ILO Conventions and other issues. In addition, the Federation itself has established working groups to amend the Labor Code, the law “On Trade Unions” and the draft law “On Social Partnership”. We are ahead of the curve and want to initiate through the deputies from trade unions (E. Smyshlyaeva, B. Bekzhanov, M. Tolepbergen) their promotion within the framework of the legislative initiative,” Mukhtar Tinikeev said and assured that all the problematic issues of ordinary workers will be brought to the government members.

“We hold daily consultations with the Ministry of Labor and other social partners on situations in labor collectives, including problems of medical workers. The past year has been a serious challenge for you. We are grateful to the people on the front line in the fight against coronavirus,” concluded the first deputy chairman of the FPRK.
