The delegation of the Federation of Trade Unions of the Republic of Kazakhstan, led by FPRK Chairman Satybaldy Dauletalin, continues its work within the framework of the 112th session of the International Labour Conference, held from June 3-15 in Geneva.
A significant milestone of the working visit was the signing of the Roadmap for Promoting Decent Work in Kazakhstan between the country’s social partners and the International Labour Organization (ILO). The document was signed by the ILO Regional Director for Europe and Central Asia, Beate Andrees; Chairman of the Federation of Trade Unions of the Republic of Kazakhstan, Satybaldy Dauletalin; First Vice Minister of Labour and Social Protection, Akmadi Sarbasov; and the General Director of the National Confederation of Employers “Paryz”, Aidos Abikhanov.
The Roadmap was developed by social partners with technical support from the ILO and outlines joint initiatives in five key areas of the labor sector: “Safe Work and Labor Inspection,” “Social Dialogue and Tripartism, Freedom of Association of Employers and Workers,” “Minimum Wage,” “Social Security and Protection,” and “Elimination of Violence and Harassment in the Workplace.”
Among the measures to ensure labor safety, the roadmap includes joint steps to improve labor protection legislation. An analysis will be conducted to ensure the labor inspection system in Kazakhstan complies with the requirements of the ratified ILO Conventions No. 81 “Labour Inspection in Industry and Commerce” and No. 129 “Labour Inspection in Agriculture.” Special attention will be paid to strengthening the powers of labor inspectors and enhancing the effectiveness of enforcement measures for labor rights violations. Additionally, consultations will be held regarding the ratification of Convention No. 176 “Safety and Health in Mines.”
In light of strengthening social dialogue, a series of measures are planned to improve legislation on resolving collective labor disputes, develop a law “On Social Partnership,” and harmonize trade union legislation in accordance with Convention No. 87 “Freedom of Association and Protection of the Right to Organize.” Additionally, proposals will be prepared to define representativeness criteria for employer organizations.
Under the “Minimum Wage” indicator, an analysis of Kazakhstan’s legislation will be conducted to ensure compliance with Convention No. 131 “Minimum Wage Fixing,” followed by the preparation of harmonization proposals.
Regarding social security, the signatories of the Roadmap will analyze the Social Code for compliance with Convention No. 102 “Social Security (Minimum Standards).”
For measures aimed at eliminating violence and harassment in the workplace, an expert assessment of legislative amendments to prevent all forms of workplace violence and harassment will be conducted. Additionally, the ratification of Convention No. 190 “Violence and Harassment” is being considered.
During the signing ceremony, the parties emphasized that joint efforts to implement the planned activities would enhance the social protection of workers, improve working conditions, and ensure the observance of labor rights. It was noted that the International Labour Organization welcomes Kazakhstan’s commitment to the principles of decent work and expresses its readiness to provide comprehensive expert and technical support in implementing the activities outlined in the Roadmap.
