As part of a working visit to Aktobe Region, Chairman of the Federation of Trade Unions of the Republic of Kazakhstan, Satybaldy Dauletalin, visited Aqtobe su-energy group JSC, where he familiarized himself with the company’s activities, which provide residents of the city and nearby settlements with heating, water supply, and wastewater services. He also took part in a reporting meeting of the trade union committee, where he spoke with employees and social partners.
Aqtobe su-energy group JSC, established in 2020 as a result of the reorganization of Akbulak JSC and Transenergo JSC, is currently one of the key коммунальной infrastructure enterprises in the region.

According to the company’s General Director, Nagymzhan Aldiyarov, the enterprise operates more than 262 kilometers of heating networks, over 1,000 kilometers of water supply networks, and about 550 kilometers of sewage networks. It services 27 boiler houses, 6 pumping stations, 79 heating points, 55 sewage pumping stations, and 35 water intake facilities. Approximately 150,000 subscribers use the company’s services.

Currently, the enterprise employs 2,128 people, with trade union membership at 100 percent. The average salary exceeds 360,000 tenge.
The working visit of the Chairman of the Federation of Trade Unions coincided with the reporting meeting of the trade union committee of Aqtobe su-energy group JSC.
Chairperson of the company’s trade union organization, Lyazzat Kudaibergenova, emphasized that the union actively works to protect employees’ interests and is part of the отраслевой trade union of construction and housing and utilities workers, which allows it to effectively defend workers’ rights at the industry level. The union actively participates in regulating labor relations, conducting collective bargaining, and concluding collective agreements, as well as continuously monitoring compliance with labor legislation and occupational safety standards.

During the meeting with the workforce and trade union activists, Satybaldy Dauletalin paid special attention to issues of developing and strengthening social partnership, ensuring decent working conditions, improving the effectiveness of trade union activities, and promoting the principles of fair labor.
“By and large, a trade union is not only the work of its chairperson. It is a tool through which each of us contributes to the protection of common rights and achieves solutions. The primary issue—from both a trade union and broader social and labor relations perspective—is the creation of decent working conditions at an enterprise or organization. What decisions are made and what actions are taken toward this goal? First of all, it is a matter of fair wages; second, labor safety; and third, the ability to make timely decisions on social and labor issues through mechanisms of social partnership together with the employer. A trade union is a partner that, together with the employer, contributes to the development of an institution or enterprise, supports team stability, and jointly seeks solutions to problems. Open dialogue between the trade union and the employer is the key to solving problems at the enterprise,” emphasized the Chairman of the FTURK.

Satybaldy Dauletalin also recalled that a new Constitution was recently adopted in Kazakhstan.
“The key feature of the new Constitution is that the highest value in our country and society is the individual—their rights, freedoms, and ability to work. All constitutional norms are aimed at this. This means that respect for labor must be placed at the highest level. The working person must occupy an honorable and достойное place. Therefore, all adopted constitutional norms are aimed at promoting the rights and freedoms of ordinary citizens of Kazakhstan,” he noted.
During the dialogue, employees shared their views on the work of the trade union, highly appreciating its role in protecting workers’ interests and developing social partnership.
Chief engineers Azamat Daniyar and Olzhas Mektepbayev, both union members, contribute to the social and sports life of the team by supporting union initiatives. The head of occupational safety, Kuralbek Asylbekuly, noted that after 13 years in public service, he truly understood the role of trade unions only after joining this enterprise.

At the end of the meeting, several employees of Aqtobe su-energy group JSC were awarded by the Federation of Trade Unions of the Republic of Kazakhstan. Satybaldy Dauletalin presented the “Enbek Ozaty” medal for many years of dedicated work to compressor unit operator Tynyshkali Dauletkaliyev. Two company veterans, Zhaksybay Ashubayev and Kashakbay Kaziyev, who have worked at the enterprise for about 40 years, were awarded vouchers for health improvement at the “Shchuchinsky” trade union sanatorium in Akmola Region. Certificates of honor were awarded to gas-electric welder Yerbolat Orazzhanov and fitter Nurbol Nurmaganbetov.
