At the meeting of the Executive Committee of the Federation of Trade Unions of Kazakhstan, the First Vice – Chairman of the Federation Birzhan Nurymbetov noticed that as a result of an effective social partnership last year, the trade union organizations of Kazakhstan managed to achieve significant results in the social-labour sphere.
No complaints of major labour conflicts, strikes and protests appears in Kazakhstan last year.
The occurrence rate of industrial injuries decreased by 7%.
The number of active collective agreements has been increased by 16%.
Within the framework of the activity “Make an employment agreement !” more than 10 thousand employers in the country legalized labour relations with 37 thousand employees by concluding labour contracts.
In all territorial associations, 17 reconciliation centers «Taтуласу Орталығы» have been created, in which 2,140 medical procedures were conducted, including 980 labour disputes, of which 872 mediation contracts were concluded.
During use, information about measures taken by sectoral and territorial trade union associations to prevent and resolve labor disputes was provided.
Kazakhstani industrial trade union of workers of railway, automobile, air and water transport was approached by employees with the problem of incomplete staffing of the Security and Labor Protection Services of the branches of «KTZH»- JSC «Freight Transportation» in the northern region.
The trade union committee was able to positively resolve the maturing labour conflict, reaching an agreement with the administration of “KTZH” on reconsidering the calculations of the staff size and accepting an additional 54 line fitters. The issue of providing the workers of the railway with household coal at a reduced price was resolved.
According to the report of the Trade Union Center of Kostanay region, in the framework of the “Safe Work” program in 2018, the rate of industrial injuries decreased from 142 to 112 people or by 21%.
The method of working with the Risk Map applied by the Trade Union Center allows to prevent labour disputes at an early stage. The risk map includes problem enterprises for monitoring the social and labour situation and carrying the necessary actions out.
The trade union centers of Astana and Zhambyl region separately reported on the implementation of the republican activity “Make an employment agreement ”.
In 2018, within the framework of the activity “Make an employment agreement”, Astana Trade Union Center together with social partners, carried out an inspection of about 100 trade organizations of the city, during which 328 employees who unofficially worked were assisted in concluding labour contracts. Consultations and familiarization with the capabilities of the E-hr system of electronic labour contracts were organized for all workers, which allows to simplify the procedure for concluding an employment contract and ensure its transparency.
In 2018 the trade center of the Zhambyl region together with the social partners provided the necessary legal assistance in concluding labour contracts to 4,249 employees in the trade, agriculture, construction and public catering, etc.
As a result of the discussion of social and labour issues, members of the ФПРК Executive Committee gave a positive assessment to the work of trade union organizations.
At the same time, members of the Executive Committee expressed concern over the continued low level of production councils in the real sector enterprises (7%).
Special attention is focused on the problem of arrearage of wages in the country, the amount of which is 2 billion tenge. More than 1.5 billion of them are debts in bankrupt enterprises (100 enterprises).
In this regard, industry and territorial associations in 2019 were entrusted with the creation of production councils on safety and labour protection at enterprises of the real sector.
Trade union organizations also need to study the work of bankruptcy trustees, and also to initiate at the regional level issues of paying off wage arrears as a matter of priority.
It was recommended to continue the practice of identifying and protecting workers with an uncertain labour status and legalizing labour relations with them in the framework of the activity “Make an employment agreement”.
In conclusion, the members of the Executive Committee called on trade union organizations to strengthen cooperation in the implementation of common trade union tasks.
