XXIV Congress of Federation of Trade Unions of the Republic of Kazakhstan

On June 10, 2015 the  XXIV Congress of  Federation of Trade Unions of the Republic of Kazakhstan will take place, which will conclude the results of activity for 2010-2015 years  and identify priorities for the next five years to protect the rights and interests of workers and the strengthen role of social dialogue in society.

Active involvement of Kazakhstan in globalization and integration processes dictate the need for trade unions to identify and pursue promising strategic and tactical tasks of reforming the trade union movement. The new situation requires new solutions, because  trade unions are  integral part of the political system and society and have a special responsibility for the implementation of progressive reforms for the benefit of workers.

Currently, the Federation of Trade Unions of the Republic of  Kazakhstan has already started the process of modernization of the trade union movement. Adopted Law “On Trade Unions” gave a powerful impetus to the development of social dialogue at all levels of social partnership.

On July 23, 2014 the extraordinary XXIII Congress of the Federation of trade Unions took place, where the new Standing Order defined radical changes, were adopted the Standing Orders of the  major trade unions,   personnel and structural changes in the territorial bodies have taken place. The first and most important stage of reforms will be completed in the first half-year of 2015.

On December 25, 2014 was signed an important document – the General Agreement between the Government of the Republic of Kazakhstan, republican associations of workers and national associations of employers for  2015-2017 years. This document represents the issues of social and labor sphere and clearly deliminates the obligations for  each social partner.

Key document  of the forthcoming Congress is an Action strategy of  trade unions of  the Republic of Kazakhstan for 2015-2020 years, which will cover all the activities of trade unions taking into account the adoption of laws and the General Agreement. In particular, the provision of reliable protection of labor and socio-economic rights and interests of employees, ensuring decent working conditions, policies in the area of ​​wages, social partnership, youth and gender policies, professional training, modernization and reform of the trade union movement.

It is expected that in Congress will  participate 300 delegates representing all sectors of the country, in particular  the social partners, leaders of political parties, members of the Senate and the Majilis, first leaders and representatives of international organizations, such as the International Labour Organization (ILO), the International Trade Union Confederation (ITUC), Pan-European Regional Council (ITUC-PERC) General Confederation of Trade Unions (VKP) and trade union organizations from 35 countries around the world.

Prior to Congress, on June 9, 2015, will be organized the  International research-to-practice conference:”Collective labour disputes resolution. Experience and prospects”, devoted to the 110th  anniversary of the trade unions of Kazakhstan.
