On Thursday, February 16, Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybaldy Dauletalin took part in a meeting of social partners represented by the Minister of Education of the Republic of Kazakhstan Gani Beisembaev with the trade union activists of the Kazakhstan Sectoral Trade Union of Education, Science and Higher Education Workers, headed by Chairman Aigul Mukasheva. The meeting was held at the site of the Federation of Trade Unions of the Republic of Kazakhstan.
The parties to the social partnership have identified priorities for joint activities. The conversation was open. Speaking about the main activities of the Kazakhstan branch trade union of workers of education, science and higher education, its chairman Aigul Mukasheva noted the role of trade union organizations in protecting the rights and interests of the teaching community.
Today, the Kazakhstan Sectoral Trade Union of Education, Science and Higher Education is the largest in terms of number among the FPRK member organizations, it unites 9,016 primary trade union organizations with a total coverage of 619,738 trade union members.
As Aigul Mukasheva mentioned, the sectoral trade union as part of the working group from the FPRK took the most direct part in the development and discussion of the draft law “On the Status of Teachers”.
In turn, Maira Turganovna Amantayeva, a veteran of the trade union movement, who spent 45 years of her life working in trade unions, suggested that the social partners use the experience of industry veterans when discussing and making joint decisions to improve the working conditions of teachers.
Minister of Education of the Republic of Kazakhstan Gani Beisembayev, addressing the trade union community of the industry, proposed to join efforts to promote the initiative to create a Kazakhstan school of education that can compete in the world educational space.
“First of all, I am a teacher, and then a minister. And I know about the problems in the education system from the inside. The time has come to unite our efforts to develop the quality of the Kazakhstani school of education. Together with the trade unions, we have to carry out large-scale explanatory work in the teaching environment to improve the quality of the education system, the educational and educational process, starting from kindergarten,” said Gani Beisembaev.
After listening to the parties, the Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybaldy Dauletalin emphasized the main priorities for the activities of all parties of tripartism – the government, employers and workers. He said that within the framework of the working groups, the trade unions developed a number of proposals for the adoption of the law “On Social Partnership”.
“Moreover, we believe that the existing Labor Code should be changed to a new one that would correspond to the main priorities of the New Social Contract – to respect the Labor Man, respect his work, respect the interests of social partners,” Satybaldy Dauletalin emphasized.
In his opinion, certain facts of interference in the activities of trade union organizations by employers and state bodies are a violation of Kazakh legislation.
“Trade unions have never been and will never be a source of conflict, trade unions are not opponents of employers, trade unions and employers are partners in building healthy, constructive cooperation. Relationships between social partners are defined by law – they are equal. The common task facing us is to build a Just Kazakhstan. And in Fair Kazakhstan there should be fair labor relations. And only our joint, coordinated actions on a parity basis will help us improve the well-being of our fellow citizens,” summed up the Chairman of the Federation of Trade Unions of the Republic of Kazakhstan.
