Kazakhstan People's Council: the interests of workers will be represented by three trade union leaders from FTURK

By Decree of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev dated September 22, 2026, the composition of the new constitutional body — the Kazakhstan People’s Council — was approved.

Representatives of various social and professional groups, public associations, the expert community, science, education, culture, business, youth and the trade union movement have joined the highest constitutional consultative body of the Republic of Kazakhstan, representing the interests of the people of the country. A total of 126 people have been appointed to the Council.

Of particular importance for Kazakhstan’s trade union movement is the fact that three representatives of the Federation of Trade Unions of the Republic of Kazakhstan (FTURK) have joined the new body: Chairman of FTURK Satybaldy Dauletalin, as well as Chairmen of the Territorial Trade Union Associations of Astana, Tolegen Kunadilov, and the Zhetisu Region, Asset Kydyrmanov.

The candidacies of Tolegen Kunadilov and Asset Kydyrmanov were nominated by the Public Councils of Astana and the Zhetisu Region.

The representation of trade union leaders in the Kazakhstan People’s Council reflects the importance of the voice of working people in national dialogue and in discussions of issues of public significance.

For FTURK, this also represents an opportunity to consistently represent the interests of millions of workers, promote decent work, social justice, occupational safety and the protection of labour rights at the level of the new constitutional institution, and initiate relevant legislation.

The Kazakhstan People’s Council has been established as a nationwide platform for dialogue between the state and society. In accordance with constitutional provisions, the President of the Republic of Kazakhstan approves the composition of the Council, while the institution itself is vested with important powers within the system of socio-political dialogue.

Earlier, the Head of State noted that the Kazakhstan People’s Council is intended to bring together representatives of maslikhats, public councils, expert platforms and civil society organizations, becoming a platform for nationwide dialogue.

“For trade unions, participation in the work of the Kazakhstan People’s Council means an opportunity to bring the position of working people to a nationwide platform — their expectations, problems and proposals.

Today, Kazakhstan is going through a period of significant economic, technological and social changes. Under these conditions, it is particularly important that the public dialogue include the person who creates the country’s economic and social foundation through their daily work. The Federation of Trade Unions of the Republic of Kazakhstan views the participation of its representatives in the Kazakhstan People’s Council as an additional opportunity to strengthen social partnership, promote the principles of fair work and ensure effective representation of workers’ interests,” Chairman of the Federation of Trade Unions of the Republic of Kazakhstan and member of the Kazakhstan People’s Council Satybaldy Dauletalin said in a comment to the FTURK Trade Union Communications Centre.

The organizational meeting of the Council members is scheduled to take place tomorrow, September 23, while on Thursday, President of the country Kassym-Jomart Tokayev will address the full composition of the Kazakhstan People’s Council.
