From March 2018 to December 2019, a Republican action “Conclude an employment contract” is held.
The organizers of the Republican action are the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan, The Federation of Trade Unions of Kazakhstan, National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken”.
The purpose of the nationwide action “Conclude an employment contract” is to prevent and detect informal labour relations, to reduce hidden forms of labour relations, to increase the level of awareness of citizens about their rights in the field of work.
The Trade Unions’ Federation of the Republic of Kazakhstan and its membership organizations within the framework of the action:
1) Surveys are conducted among labour staff by means of questionnaires in order to identify the reasons of informal employment for further elaboration of proposals stimulating employees on legalization of their activity;
2) Measures are taken to strengthen the public control over the labour legislation observance of employers who have established primary trade union organizations;
3) The explanatory works are carried out among the economic entities of the regions using the work of employees, on the legal consequences for employers not to formalize labour relations and to use schemes of payment of wages in envelopes;
4) The information support of the action is carried out;
5) Information papers on responsibility for labor legislation violations including the use of mass media are developed and widely spread.
For effective work in this direction in the buildings of trade union centers in the regions and Astana, Almaty cities “boxes of confidence” established for collecting information on the facts of informal employment, payment of wages “in envelopes.”
