Maintaining stability, preventing labor conflicts, ensuring safe working conditions and reducing occupational injuries in oil and gas enterprises, as well as signing the Industry Agreement in the oil and gas, oil refining and petrochemical industries of the Republic of Kazakhstan for 2020-2022, became the main subject of discussion of social partners in the oil and gas industry of the republic.
On November 22 of this year, in Nur Sultan, under the chairmanship of the Vice Minister of Energy of the Republic of Kazakhstan, Aset Magauov, a meeting of the Industry Commission for Social Partnership and the Regulation of Social and Labor Relations of the Oil and Gas Industry (hereinafter referred to as the Industry Commission) was held, in which members of the tripartite industry commission from the Public Association “Kazakhstan Industrial Professional Union of the Oil and Gas Complex” (hereinafter – KAZMUNAIGAZPROF): Sultan Kaliev, Chairman of KAZMUNAIGAZPROF, Maksat Rzakhanov, head of the Mangistau regional branch KAZMUNAYGAZPROF, the chairmen of the local trade union organization of JSC “KazTransGas” Zauresh Makhanova and the company “Karachaganak Petroleum Operating BV” Mars Khairullin.
The parties to the tripartite commission were parties to social partnership: an authorized state body represented by the Ministry of Energy of the Republic of Kazakhstan; employers: JSC NC KazMunayGas, Karachaganak Petroleum Operating B.V., Tengizchevroil LLP, Embamunaigas JSC, SNPS-Aktobemunaigas JSC, Pavlodar Petrochemical Plant LLP, PSA LLP; National Chamber of Entrepreneurs “Atameken”, Association “KAZENERGY”; representatives of branch trade unions: PA Kazakhstan Oil and Gas Sector Trade Union (Tlekkabyl Kabdulov) and PA Branch Trade Union of Chemical, Petrochemical and Related Industries Workers (Kerim Primkulov).
During the meeting of the Sectoral Commission, video conferencing discussed issues of work and measures taken by local executive bodies of the Aktobe, Atyrau and Mangystau regions to prevent labor conflicts, ensure safe working conditions and reduce occupational injuries in the region’s enterprises. Also, the commission members heard information from employers, represented by the heads and representatives of the companies SNPS-Aktobemunaigas JSC, CNPC International LLP and Buzachi Operating Ltd on measures taken to prevent labor conflicts, ensure safe working conditions and reduce occupational injuries in labor collectives ; on the development of professional standards in the oil and gas industry of KING JSC, their further coordination and approval at NPP Atameken, changes were made to the current composition of the Industry Commission.
One of the main issues on the agenda was the signing by the parties of the social partnership of the Sector Agreement in the oil and gas, oil refining and petrochemical sectors of the Republic of Kazakhstan for 2020-2022.
The agreement contains a number of changes related to increasing the social security of workers, increasing the role of trade union organizations, ensuring safe working conditions and labor protection, etc. In terms of establishing industry principles for the wage system, the minimum level of inter-bit rate and the minimum monthly rate of the first-class worker are established, which can be changed upwards in collective agreements of enterprises.
In his speech, the Chairman of KAZMUNAIGASPROF Sultan Kaliev noted the close interaction and cooperation of the parties to the social partnership in the development of a new draft Sector Agreement for 2020-2022, constructive discussion and decision-making on key indicators of the document, and most importantly, they were unanimous in understanding the need to sign a new Sector Agreement for creating a qualitatively new basis for further collective bargaining and expanding social dialogue.
At the end of the meeting, a member of the General Council of the Federation of Trade Unions, Chairman of KAZMUNAIGAZPROF, Sultan Kaliev presented the badge of the Federation of Trade Unions of the Republic of Kazakhstan “Үздік әлеуметтік әріптеc” to the Deputy Minister of Energy of the Republic of Kazakhstan Aset Magauov and the Director General of the Association “KAZENERGY” special prize to Bulat Achkulakov the social partner ”and“ Algys hat ”KAZMUNAIGAZPROF The Ministry of Energy of the Republic of Kazakhstan and the KAZENERGY Association for their significant contribution to the development of social partnerships and collective bargaining regulation of labor relati
