FEDERATION OF TRADE UNIONS APPEALED TO THE GOVERNMENT ON SETTLEMENT OF THE SYSTEM OF SUPPLEMENTS AND ALLOWANCES FOR INDIVIDUAL EDUCATION WORKERS

Federation of Trade Unions of the Republic of Kazakhstan sent a request to the Government to resolve the issues of the proper exercise of the right of employees of libraries of educational organizations to receive payment for special working conditions; as well as the increase in the salaries of health-care workers in educational institutions at the level of health-care workers.

The appeal of the FPRC indicates that since the beginning of this year, the Federation has received numerous complaints from trade union organizations alleging that, in a number of regions, employees of libraries of educational organizations have not received their allowances.

The trade unions consider this situation to be a serious violation of the labour rights of librarians.

«Since 1 January 2020, the employees of national libraries in the cultural and archival fields for work related to the direct provision of services to the public to ensure the accessibility of the book collection, including through the electronic library (for special working conditions) a supplement of 50 per cent of the salary, and employees of libraries of local executive bodies 35 per cent of the salary.

The employees of educational organizations’ libraries were also entitled to the above-mentioned supplement. However, in a number of regions this bonus is not paid, which violates the rights of a large number of employees of libraries of educational organizations», – noted in the appeal of the Federation of Trade Unions of the Republic of Kazakhstan.

The disparity in the legislative approach to the remuneration of health-care workers in educational and health-care organizations is also a source of mixed opinion among trade unions.

Since 1 January, the salaries of doctors and nurses have been increased by 30 per cent. The salaries of doctors and nurses have been increased by 20 per cent. Accordingly, the increase extended only to employees in the field of health care, leaving the medical workers working in educational organizations without the right to receive allowances», – is indicated in the treatment.

In the light of the realization of the principle of social justice, the Federation of Trade Unions called on the Government to ensure an objective approach to the regulation of the remuneration of the above-mentioned categories of workers.
