“HOW DO YOU LIVE, PRIMARY?”: THE LEADERSHIP OF THE FPRK MET WITH THE STAFF OF THE KYZYLORDA REGIONAL CENTER FOR MENTAL HEALTH

As part of the campaign: “How do you live, primary?”, Deputy Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Nurlan Uteshev met with members of the trade union of the Kyzylorda Regional Mental Health Center.

The meeting was attended by Deputy of the Mazhilis of the Parliament Ekaterina Smyshlyaeva, chairman of the Professional Center of the Kyzylorda region Serik Sermagambetov, chairman of the Kyzylorda regional branch of the Branch Trade Union of Health Workers “SENIM” Asylkhan Ablaikhanuly, Deputy Director of the Kyzylorda Regional Center for Mental Health Gulayym Seilkhanova and chairman of the primary trade union organization Gulmira Aktayeva.

As Serik Sermagambetov stressed during the meeting, there are 12 branches of branch and 1020 primary trade union organizations in the Kyzylorda region. The primary trade union organization of the Kyzylorda Regional Mental Health Center is a part of the Branch Trade Union of Medical Workers “SENIM”. The Trade Union Committee, which is headed by the chairman of the trade union committee Gulmira Aktayeva, actively protects the labor rights of the Center’s employees.

Gulmira Aktayeva told the participants of the meeting about the work of the trade union committee of the Center. She said that the medical institution has a 114-year history, and the trade union organization has been operating here since its foundation.

Since 2019, there has been a merger of two services – psychatrics and narcology. The full-time staff of the Center is 832 employees, including 58 doctors, 34 psychologists, 358 mid-level medical workers, 270 junior medical staff and about 100 administrative employees. All of them are members of the primary trade union organization.

The work of the trade union committee with the management of the center is based on the principles of effective social partnership. The Center has a collective agreement for 2021-2023.

“During the coronavirus outbreak, in just two days, the Seyhun dispensary opened in the Mental Health Center, which operated for a month. During this time, the Center has provided assistance to more than 1,000 patients admitted with CVI. In the fight against the coronavirus, 170 employees of the Center were involved, who worked day and night. The primary trade union organization paid special attention to supporting employees working on the front line in the fight against COVID-19, ” Gulmira Aktayeva said.

According to her, medical workers received appropriate allowances, individual employees received financial assistance from the Center. Currently, special attention is paid to the rehabilitation of medical workers. Many of them are aimed at improving health in trade union health resorts. In addition, financial support was provided to the families of two employees who died from the coronavirus.

During the meeting, a number of topical issues of concern to the medical staff of the Center were discussed.

Representatives of junior and technical medical staff are particularly concerned about salaries.

As Asylkhan Ablaikhanuly stressed, in January, the salary of medical workers increased by about 20-30%, but the remuneration of junior medical staff and technical staff remained unchanged. He appealed to the leadership of the Federation of Trade Unions to provide support in resolving this issue. he asked the federation to help resolve this issue.

Deputy of the Mazhilis of the Parliament Ekaterina Smyshlyaeva, in turn, noted the urgency of the problem of a disproportionate increase in the wages of employees. She spoke about the measures taken jointly with the Federation of Trade Unions to support medical workers.

“This issue is within the competence of the Ministry of Health of the Republic of Kazakhstan and the Ministry of Labor and Social Protection of the Republic of Kazakhstan. We have repeatedly discussed this issue at previous meetings with primary trade union organizations. We have sent the relevant appeals to the authorized bodies. Currently, both departments are making their own calculations, ” the deputy said.

She also recalled that the Federation of Trade Unions is making every effort to ensure decent working conditions for medical workers. In particular, in order to strengthen the social guarantees of health workers participating in anti-epidemic measures, the FPRK has taken the initiative to include the COVID-19 coronavirus infection in the list of occupational diseases.

Saltanat Kalmurzayeva, an employee of the Center, said that in accordance with the Decree of the chief sanitary doctor, medical workers after vacation, business trip, absence from the workplace due to illness are allowed to enter the medical organization if they have a certificate with a negative test result for COVID-19 by the method.

Meanwhile, she stressed that the payment for PCR testing is made at the expense of the employee himself.

Speaking on behalf of the collective, she expressed a request to the Federation of Trade Unions for assistance in resolving this issue.

Summing up the meeting, Deputy Chairman of the Federation of Trade Unions Nurlan Uteshev expressed gratitude to the Center’s employees for their selfless work and highly appreciated the work of the medical institution and its primary trade union organization.

“The situation with coronavirus infection in the country last year stabilized thanks to the efforts of medical workers,” Nurlan Uteshev added.

Recall: the action of the FPRK “How do you live, primary?” was launched in February this year in the light of the announcement of 2021 as the Year of the Primary Trade Union Organization. The campaign provides for a virtual visit to the primary trade union organization with the participation of the leadership of the FPRK, deputies of the Mazhilis of the Parliament, representatives of member organizations and labor collectives.

The purpose of the event is to meet with each primary organization to identify systemic problems, share best practices, and support regional professional activists.
