HOW DO YOU LIVE, PRIMARY?  “Dossormunaigas”

On June 23, the working trip of the Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybalda Dauletalin to the Atyrau region has ended.

The working program included a number of meetings with labor collectives and social partners on the prevention of labor conflicts in the light of the implementation of decisions taken by members of the Republican Tripartite Commission on Social Partnership and Regulation of Social and Labor Relations.

During the second day of Satybalda Dauletalin visited the Dossormunaigas oil and gas production department at the Vostochny Makat field where he got acquainted with the production process and the work of the primary trade union organization. Dauletalin talked with the employees of the enterprise. The head of the oil and gas production department of OGPD “Dossormunaigas”, Alnur Saliyev discussed a number of crucial issues of the labor collective during the meeting.

First of all, it was about raising wages.

«Wages have not increased since 2016, but they are indexed by 6.8% annually», – Alnur Saliyev highlighted.

Besides the employees expressed their wishes about ensuring decent working conditions.

«There are no equipped bathrooms with drainage and water supply at the workplace», – the team notes.

The personnel issue is no less relevant. The problem, according to the oilmen, is that university graduates are not given the opportunity to find a job because of the requirements for mandatory work experience.

The employees were also interested in the possibility of obtaining a loan provided for in the collective agreement of the enterprise.

«The collective agreement provides for employees an ability to receive a loan in the amount of 1.5 million tenge for solving housing and social problems at 2% for a period of 5-10 years. The employer allocates 50 million tenge annually for these purposes. However, this year no one could take advantage of this opportunity», – the OGPD employees pointed out.

After having studied the situation at the enterprise, Satybaldy Dauletalin assured that the issues discussed during the meeting would not remain without the attention of trade unions and be under consideration with social partners, including the regional administration.

Employees «Dossormunaigas» OGPD thanked the Chairman of the Federation of Trade Unions for special attention to working conditions and noted that this is the first visit of the head of the largest public organization to the territory of the oil field over the past 10 years.

In the afternoon, the Chairman of the FTURC held talks with social partners – First Deputy Akim of Atyrau region – Chairman of the trilateral regional Commission, Serik Aidarbekov and representatives of authorized state bodies.

The meeting was held at the Professional Center of the Atyrau region.

The participants of the meeting considered some key social and labor issues in the region.

Satybaldy Dauletalin focused on the problematic issues of employees and called on social partners to strengthen cooperation in solving them. He noted the need to strengthen joint work on the content of regional tripartite agreements as well as to increase the coverage of collective agreements of enterprises in the region. To date, the coverage of collective agreements in the region is 18.7% of enterprises.

«Today there is a logical question about the quality and content of collective agreements who controls their execution, whether they comply with labor legislation, etc. Therefore, the Federation believes that we need to work together with the labor inspectorate in this direction», – the Chairman of the Federation of Trade Unions said.

In connection with the increased level of industrial injuries in the Atyrau region, the Chairman of the FPRC called for strengthening the interaction of state inspectors with technical inspectors.

Satybaldy Dauletalin announced the initiative of the FTURC that regional commissions should be headed directly by Akims.

«The frequent turnover of deputy mayors in charge of this area, the lack of frequent meetings, the low level of responsibility and control over the implementation of decisions by social dialogue’ participants, the uncertainty at the legislative level of issues of employers’ representation at the commission staff significantly reduce the role of trilateral cooperation in protecting the rights and interests of employees. In this regard, it is important that regional trilateral commissions should be headed and led directly by Akims holding field meetings of regional commissions at the sites of enterprises and TOP, co-chairing meetings of regional commissions», – Satybaldy Dauletalin said.

At the same time, he made recommendations on the agenda of the trilateral commission.

In order to increase the effectiveness of the cooperation Satybaldy Dauletalin invited social partners to participate in the action of the FTURK “How do you live, Primary?” and training seminars of the Federation of Trade Unions.

«The Federation of Trade Unions emphasizes special importance to training as a key tool. We have started a series of daily seminars for primary trade union organizations on improving skills in the negotiation process. Both employees and employers should take part in these seminars and jointly analyze professional cases on the prevention and resolution of labor issues at enterprises. As part of the campaign “How do you live, Primary?” we conduct a remote visit to primary trade union organizations. Such a format gives a splendid opportunity to reach to each primary organization, summarize the best practices of work, identify problems at the local and system level and support regional trade union activists», – Satybaldy Dauletalin said.

Serik Aidarbekov, in his turn, noted the importance of the measures taken by the Federation of Trade Unions and expressed interest in strengthening constructive social partnership in the field of protecting the interests and labor rights of employees.

According to the negotiations, the parties decided to hold meetings of the Regional Trilateral Commission at least 2 times in a month. The social partners also intend to improve regional agreements by developing effective mechanisms for protecting the rights of employees.

Productive results were achieved following the results of the second stage of negotiations of the Chairman of the Federation of Trade Unions with the leadership of the Atyrau branch of “KazPost” JSC, “Kaztekhmunaiservice” LLP, “Munai Kolik”.

Satybaldy, Dauletalin during the previous negotiations on the eve called on employers to take a responsible attitude to the needs and interests of ordinary workers and to preserve a stable social climate in the labor collective.

So, during the meeting with the branch management of JSC «KazPost» positive results were achieved on the issue of providing social guarantees for freelance postal workers who were transferred to a civil contract in connection with the creation of a courier service.

The head of the FTURK expressed concern about the situation of employees who, after leaving the staff remained outside the union membership and the corresponding social guarantees.

Satybaldy Dauletalin proposed to reflect in the collective agreement the procedure and conditions for ensuring social guarantees for this category of employees.

The head of the branch, Altyn Sadykova said at the meeting that the recommendations of the Chairman of the FTURC were discussed with the Chairman of the Board of JSC “KazPost” JSC Kanat Alpysbayev.

According to her, the Chairman of the Management Board thanked the Federation of Trade Unions for the attention given to the industry workers.

The head of the company expressed his intention to develop mechanisms for protecting the interests of employees within the framework of collective contractual obligations.

A positive solution to the issues was also achieved in the company «Munai Kolik». After a long negotiation process of the Atyrau region Trade Union Center with the employer, the employees ‘ demands for a change of management were satisfied and the company was headed by a new head. The newly appointed general director of the company, Bagitzhan Kadirov, at a meeting with the Chairman of the FPRK, announced the decision to increase the wages of employees by 4%.

As a result of two-day negotiations with the employer, “Kaztekhmunaiservice” LLP, it was possible to reach an agreement on increasing the wages of employees by 35% from June.

For their part, the social partners assured of compliance with all the conditions reached during the negotiations and fixed the obligations assumed in the Meetings’ Protocols.

Further, the Chairman of the FTURC met with the heads of the companies «Eskertkysh Kyzmet Kazakhstan» LLP and «Comrade Denholm» LLP to discuss ways to resolve issues that may lead to conflicts.

There are no trade union organizations in the companies, and they are in the Risk Map for the occurrence of labor conflicts.

During the negotiations Satybaldy Dauletalin made a serious emphasis on issues of social justice and constructive interaction within the framework of social partnership.

The parties came to an agreement on further mutual consultations of employers with the Trade Union Center of Atyrau region.

Employers, in their turn, expressed their readiness to support the initiative to create trade union organizations in their companies if employees wish.

«If our employees take the initiative to create a trade union, we will only be in favor», – the head of the company stressed «Eskertkysh Kyzmet Kazakhstan» Yuri Kior.

The problematic issues of oil workers were also discussed during the meeting of the Chairman of the Federation of Trade Unions with representatives of the trade union committees of “Embamunaigas” and “ESS Support Services”.

Maral Koshenov as a member of the trade union committee of «ESS Support Services» spoke about the problem of shifting workers who arrives for a 28-day shift are forced to stay in quarantine for 7 days.

Satybaldy Dauletalin instructed the Professional Center of Atyrau region to initiate consideration of this issue at the next meeting of the regional tripartite commission on social partnership, which will be held on June 25, 2021.

At the completion stage of the collective agreement of “Embamunaigas” in November this year, the Chairman of the FTURK gave recommendations to the members of the trade union committee on the development of effective norms of the new collective agreement.

The program of the working trip of the Chairman of the Federation of Trade Unions ended with a final briefing for media representatives.

Satybaldy Dauletalin shared the meetings’ results with social partners of the region.

At the same time, he talked about the initiatives of the FTURC to increase the minimum wage.

Moreover, it was noted the new norms of the General Agreement about the wage’s indexation the ratification of the ILO Convention No. 131, the improvement of the norms of the Labor Code and the Law of the Republic of Kazakhstan «On Trade Unions» as well as ensuring worthy and safe working environment.

«A laboring man is the main value of the Federation of Trade Unions. Our main priorities are worthy working conditions and remuneration, social stability and effective social partnership», – said Satybaldy Dauletalin.
