“HOW ARE YOU, PRIMARY?”: THE LEADERSHIP OF THE FTURK MET WITH THE STAFF OF THE I. TRUBITSYN SCHOOL NO. 17 OF THE ZHAMBYL REGION

As part of the campaign “How do you live, primary?”, a visit to the primary trade union organization of the I. Trubitsyn Gymnasium No. 17 of the Merken district of the Zhambyl region took place online.

Deputy Chairman of the FTURK Nurlan Uteshev, deputies of the Mazhilis of the Parliament Ekaterina Smyshlyaeva and Meirambek Tolepbergen, Chairman of the Branch Trade Union of Education and Science Workers Aigul Mukasheva, heads of trade union organizations and the trade union of Zhambyl region met with the staff of the educational institution.

Welcoming the participants, Deputy Chairman of the FTURK Nurlan Uteshev noted the importance of the action held by the Federation of Trade Unions “How are you, primary?”.  According to him, the chosen format of meetings opens up opportunities for each trade union member to openly express his position on solving topical issues of the social and labor sphere.

Last year, more than 40 thousand members of the trade union took part in the action.

Speaking about the tasks of the FTURK for the coming year, Nurlan Uteshev recalled the announcement of 2022 as the “Year of Social Partnership” and spoke about the priority areas of work on the development of social partnership.

During the meeting, the chairman of the Trade Union Center Baglan Karashulakov spoke with information about the work of the Territorial Association of Trade Unions of Zhambyl region.

According to him, 56 new primary trade union organizations were created in the region last year, and the number of trade union members increased by 2,499 people. Thus, 123,606 employees are covered by trade union membership in the region.

“Together with our social partners, we have achieved success in concluding collective agreements. In general, 99% of 10,818 enterprises in the region are covered by collective agreements. Trade unions operate in 1426 enterprises,” Baglan Karashulakov said.

As reported, 55% of the total number of trade union members represent the field of education and science.

Chairman of the local trade union of Education and Science workers of Zhambyl region Yerulan Magzimbekov, in turn, spoke about the work of the local trade union, which includes 801 primary organizations and 67,508 trade union members.

“The primary organization is the basis of the trade union movement. All the problematic issues that need to be addressed are concentrated in the primary link. The social situation of ordinary workers, issues of labor relations should be a priority on the agenda of trade unions. One of the most important measures in this direction is a collective agreement. Within the framework of the Year of the Primary Trade Union Organization, we launched the project “Unified Collective Agreement” in the region, the task of which is to create a standard collective agreement that allows primary trade union organizations to free themselves from many complex issues in working on a collective agreement,” Yerulan Magzimbekov said.

According to him, today a number of socially significant issues of the industry are being resolved through collective negotiations, including ensuring the legality of payroll, resolving issues of organizing working hours and rest, strengthening labor protection and safety, compliance with trade union guarantees, etc.

“In 2021, the local trade union and its member organizations received 867 written and 10,137 oral statements from employees of the field of education and science. 10,157 legal services were rendered. As a result of the legal assistance provided, 1 billion 382 million tenge has been recovered and returned to employees since 2015. In 95% of cases, the payment of these funds was achieved through negotiations, and only in 5% – with the participation of courts or other competent authorities”” the speaker stressed.

Gulzhan Tleuberdieva, director of the I.Trubitsyn Gymnasium No. 17, told about the work within the framework of collective-contractual regulation of labor relations in the institution. The Director noted that all additional social guarantees and benefits provided for by the collective agreement are being implemented in full.

The school employs 219 teachers and 51 junior staff.  148 teachers of the school are certified according to the new system.

The chairman of the primary trade union organization of the Botagoz Kokhanov Gymnasium No. 17 focused on the activities of the trade union committee.

To date, the number of trade union members in the educational institution is 286 people, the number of members of the trade union committee is 17 people. The trade Union committee works in the spheres of cultural and mass, physical culture and recreation, organizational, and labor activities.

“The school has a conciliation commission. The issue of attracting young people to trade union work is being considered. Issues related to labor relations are considered at meetings of the trade union committee with the participation of the employer,” said Botagoz Kohanova.

Chairman of the Kazakhstan Trade Union of Education and Science Workers Aigul Mukasheva stressed the practical value of meetings with labor collectives, noting that topical issues of education workers are on the agenda of the branch union.

“It is worth noting the positive experience of the local trade union of Zhambyl region. While it is difficult to solve the problem of librarians and nurses in the country, Zhambyl region solved this problem within the framework of social partnership,” Aigul Mukasheva said.

During the meeting, Deputies of the Majilis of the Parliament of the Republic of Kazakhstan shared their vision of the problems and tasks to solve them

Deputy Ekaterina Smyshlyaeva noted the issues of teacher certification and temporary disability benefits among the issues of priority for education workers.

Deputy of the Majilis of the Parliament of the Republic of Kazakhstan Meirambek Tolepbergen noted the relevance of issues of improving the standard of living of the population, protecting the social and labor rights of citizens.

“As a unique institution that ensures social justice, trade unions face many important tasks. As for the Zhambyl region, the activities of the local trade union within the framework of social partnership should become a good example for other regions,” the deputy stressed.

During the meeting, the members of the trade union received answers to many questions of interest in the field of social and labor relations.

Summing up the meeting, Nurlan Uteshev highly appreciated the work of trade union organizations of education in the region, noting the high level of its organization.
