TURNER SANAT MAKANOV: “I AM HAPPY THAT THE UNION HAS SOLVED MY HOUSING ISSUE”

These days, the Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybaldy Dauletalin is on a working visit to the North Kazakhstan region. One of the main goals of the visit of the head of the FTURK is to personally meet with ordinary members of trade unions, discuss issues of social partnership on the ground and help solve the urgent problems of employees of enterprises.

During meetings with Satybaldy Dauletalin, employees of enterprises share not only their labor achievements, but also tell their life stories and ask for help. During a visit to Petropavlovsk JSC “Plant named after S.M.Kirov”, the turner of the fifth category Sanat Makanov, who has been working in the mechanical shop of the machine-building plant for 13 years, told about his life situation. 42-year-old Sanat Makanov is married, has three children, one of whom has a disability. Since 2012, his family has been on the waiting list for improving housing conditions in the Akimat of the city of Petropavlovsk in the category “Socially vulnerable segments of the population. Families raising disabled children”. Currently, the Makanov family lives in a factory dormitory.

“For ten years now, my family has been waiting in line for better housing conditions. There was no promotion in turn. I tried to participate in the program “Otbasy bank” – “Bakytty otbasy”. I have accumulated one million tenge on the bank account. But, my application in the bank was not satisfied. Perhaps my savings are not enough. Living with three children, one of whom is disabled, in a dorm room is hard. The spouse does not work, is engaged in raising children,” Sanat Makanov complained.

According to his colleagues, Sanat performs turning works of high complexity of instrumental and industrial nature in a timely manner and always with excellent quality. For his high professionalism, he was repeatedly awarded Certificates of Honor from the administration and the trade union committee of the plant, Letters of thanks from the National Company “Kazakhstan Engineering”, has the title of “Best Turner”. In 2020, at the initiative of the Trade Union Center of the North Kazakhstan region and the presentation of the Federation of Trade Unions of the Republic of Kazakhstan, his work was duly awarded a high state award – the Order of “Enbek Danki” of the III degree.

After listening to the factory workers, the Chairman of the Federation of Trade Unions Satybaldy Dauletalin offered his assistance in solving a vital issue for the production leader. The head of the FTURK called the director of the Otbasy Bank branch in the North Kazakhstan region directly from the factory. The chairman of the FTURK explained the situation of the turner to the head of the bank, told about the merits of Sanat Makanov and asked to meet the family in need of better housing conditions. During a ten–minute conversation, the parties came to an agreement – Otbasy Bank accepted the Makanov family’s application and at the end of September, after completing the necessary package of documents, will provide the turner’s family with a three-room apartment in the Orken residential complex under the Bakytty Otbasy program. Satybaldy Dauletalin informed the turner about this right at the machine.

“I didn’t think that my housing issue would be resolved, but the trade union helped. Thanks to Satybaldy Dauletalin, thanks to the Federation of Trade Unions. I am happy that the trade union responded so promptly and solved my most important life issue – housing,” Sanat Makanov said, barely holding back tears.

The Chairman of the FTURK stressed that until the family receives the cherished keys to the apartment, the Federation of Trade Unions will keep this issue under control, and wished the production master success at the upcoming republican turners competition, which will be held on September 22-23 in the capital.

Meanwhile, the visit to the Kirov Machine-building Plant continued with the discussion of social partnership issues with representatives of the company’s management.

The machine-building plant is one of the city-forming enterprises of the region, specializing in the production of defense industry products. In addition, the company has mastered the production of more than 100 items of products intended for use on the railways of Kazakhstan, in the oil and gas and energy industries. And a few years ago, the production of domestic laptops under the brand “ZIK” (“Kirov plant”) was established here. Today, the plant employs 525 people, 307 of whom are members of the trade union.

“According to the company’s development strategy, work is being carried out to implement four main goals – improving the organizational structure as a means of optimizing managerial links, training and advanced training of personnel, working with educational institutions to attract graduates and motivate staff,” said Svetlana Lysenko, head of the Personnel Department.

Discussing the issues of social support for employees of the enterprise, the Chairman of the FTURK noted that the new collective agreement, which is being developed at the plant, should not worsen the current situation of employees.

“Having taken a course to build a Fair Kazakhstan, trade unions insist on the systematic creation of favorable working conditions and decent wages for every Kazakhstani employee. For the information of the social partners, the regional agreement on the initiative of trade unions introduced a norm on the mandatory indexation of wages to the level of inflation. I ask the parties of the social partnership to take this norm into account when preparing a new draft collective agreement. With a relatively low salary, mandatory indexing will positively affect the social well–being of the plant’s employees,” Satybaldy Dauletalin recommended to social partners represented by the employer and the trade union.
