On Friday, November 25, Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybaldy Dauletalin met with participants of the FTURK educational marathon – professional activists of oil and gas enterprises of the country.
Welcoming colleagues, Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybaldy Dauletalin spoke about topical issues of the trade union agenda.
“Members of the Federation of Trade Unions are about two million employees of Kazakhstani enterprises and organizations united in 16 thousand primary trade union organizations. The Federation of Trade Unions is the largest public organization in the country in terms of numbers and democratic principles. Our priorities have been and continue to be ensuring decent working conditions, decent wages and protecting the interests and rights of all trade union members. We are currently facing urgent tasks to improve trade union and labor legislation.
Representatives of the Federation, being members of interdepartmental working groups, together with government agencies and parliament, make initiatives to improve the norms of laws in favor of workers,” the Chairman of the FTURK said.
He noted that the negotiation process itself plays a significant role in achieving this goal. Using the opportunities of the Institute of Social Partnership, the Federation of Trade Unions promotes the primacy of the negotiation process at all levels: at enterprises – between the employee and the employer, at the regional level – between akimats, trade union centers and employers’ associations, at the republican level – between the Federation of Trade Unions, the Government and republican employers’ associations.
“Trade unions have two effective tools – social partnership and strike. We are of the opinion that all issues should be resolved at the negotiating table within the framework of social partnership relations. Employers should understand that the use of the second tool, strikes, often does not benefit either the employer, the employees, or the enterprise as a whole. Therefore, our trade unions prefer the negotiation process,” said Satybaldy Dauletalin.
According to the Chairman of the FTURK, in today’s complex geopolitical realities, in the socio-political and economic changes taking place inside the country, the role of trade unions as the main defender of the Labor Man is only increasing.
“The Federation, as part of the People’s Coalition, supported the candidacy of Kassym-Jomart Tokayev in the presidential election campaign not by chance. Tokayev’s initiative to build a Fair Kazakhstan is consonant with the goals set by the members of the FTURK. The goal of trade unions is fair labor relations for every working person,” stressed Satybaldy Dauletalin.
He also shared the results of the participation of the official delegation of the FTURK in the work of the V Congress of the International Trade Union Confederation (ITUC).
“Four years later, the membership of the Federation of Trade Unions in the global trade union structure – MCP, has been restored. This was also facilitated by democratic transformations in the Federation itself and in our country as a whole,” the Chairman of the FTURK stressed.
Returning to the topic of the two-day seminar, the Head of the Federation of Trade Unions noted the importance of raising the legal awareness of trade union leaders and activists.
“Trade union activists and leaders, increasing their knowledge of the laws, honing their professional skills, contribute daily to the creation of favorable working conditions for Kazakhstani workers, including in the oil and gas industry. In order to meet the requirements of the time, trade union members must constantly improve their qualifications. The Federation of Trade Unions creates all the necessary conditions for this. I am sure that the skills you have acquired in the educational process will be a good help in your daily painstaking work to protect the interests and rights of employees of enterprises,” Satybaldy Dauletalin said.
In turn, Deputy Chairman of the Federation of Trade Unions of the Republic of Kazakhstan, Chairman of the Kazakhstan Branch Trade Union of the Oil and Gas Complex Sultan Kaliyev assured that members of the oil and gas industry trade unions support the initiatives of the Federation of Trade Unions and actively participate in their implementation on the ground.
Recall that for two days the seminar participants – representatives of oil and gas trade unions of labor collectives of JSC NC “QazaqGaz”, JSC “Intergaz Central Asia”, LLP “KazTransGaz Onimderi”, JSC “PetroKazakhstan Kumkol Resources” replenished their knowledge and skills.
Lecturers and participants of the seminar discussed specific cases on the practice of applying labor and trade union legislation, understood the specifics of the interaction of trade unions with employers, negotiating and signing collective agreements, considered measures to prevent the occurrence and resolution of labor disputes and conflicts and to ensure safety and labor protection.
At the end of the meeting, the Chairman of the FTURK Satybaldy Dauletalin presented the medals of the Federation of Trade Unions to the Trade Union leaders for their merits in the development of the trade union movement.
Among the awardees: Director of the Department of Organizational and Legal Work of the NGO “Kazakhstan Branch Professional Union of the Oil and Gas Complex” Daulet Abdusattarov, executive consultant of the Directorate of Tengizchevroil LLP Ruslan Kuatov, Chairman of the local trade union of employees of KazTransGas Onimderi LLP Sagimzhai Kudaibergenov.
All participants of the seminar were awarded educational certificates.
