Within the framework of the educational course “School of the Trade Union Leader”, a seminar was held on the topic: “Social partnership. Development and signing of the collective agreement”.
During the seminar, Aizhan Ibrayeva, Deputy Chairman of the Committee on SEA and SP FPRK, informed the participants about the key aspects of the development of social partnership.
She gave detailed explanations of the norms governing the institution of social partnership, spoke about the system, principles and tasks of social partnership, the structure of the Republican Tripartite Commission, etc.
Participants were interested in new approaches to work on the current General Agreement.
“For the first time, three republican associations of trade unions have made an agreed unified position on the draft General Agreement for 2021-2023,” the lecturer emphasized.
She also focused the attention of the participants on the national features of the Kazakh model of social partnership.
“Social and labor relations are regulated by a collective bargaining process. The scope of relations regulated on the principles of social partnership is wider than in other countries and is accompanied by a strong legislative framework. The social partnership system has a multi-level nature and a branched structure,” Aizhan Ibrayeva specified.
A separate block of the seminar dealt with the collective bargaining regulation of labor relations, where the lecturer presented the basic technologies for the development of a collective agreement, the mechanisms for its implementation, and also talked about the methods of collective bargaining.
According to the FPRK, as of March 1, 2023, out of 318,644 operating enterprises in Kazakhstan, 167,853 collective agreements were concluded, which is 49.1%.
At the same time, at 16,649 enterprises where trade unions operate, 16,212 or 97% of enterprises are covered by collective agreement regulation.
According to the speaker, the interests of the employer are protected by the fact that the collective agreement determines the organization of labor relations, the level of claims of employees, the validity of their requirements. And the interests of the employee are protected by the fact that in the contract they acquire a legal form, they can be protected with the help of state regulation.
“What does a collective agreement give an employer? Firstly, it helps to stabilize relations with the workforce. Secondly, the collective agreement makes it possible to significantly reduce the volume of the personnel turnover document,” said Aizhan Ibrayeva.
At the end of the meeting, the author and coordinator of the project, Deputy Director of the Department of Organizational and Control Work of the FPRK, Lyazzat Yeszhanova, thanked the participants for their active work and recalled the upcoming topics of the School of Trade Union Leaders, which reveal topical issues on the trade union agenda.
