Production councils are the main tool for observing safety and labor protection

Today, representatives of the Federation of Trade Unions of the Republic of Kazakhstan met with workers at the «Lokomotiv Kurastyru Zauyty» in the city of Astana. The main topic of the meeting was the establishment and activities of the production council at the enterprise.

The FPRK intensifies attention to the work of the production councils in Kazakhstan. In 2016, the new Labor Code came into force in which the new instrument was introduced for the first time – the Industrial Safety Council at the enterprises.

For the first time in the history of the domestic labor legislation, it was fixed that the decisions of this production council are mandatory for employers and for their failure, the employers will be responsible.

Production councils are the best practice in the world when councils are set up on a parity basis, half the council members are representatives of the trade union and half of the members are representatives of employers.

According to the Chairman of the FPRK Bakhytzhan Abdirayim,”Production councils are the main tool for observing safety and labor protection. We must give new impetus and dynamism to the work of the production councils on a national scale”.

As the chairman of the trade union committee of the plant Nurlybek Zhumash noted, the production council in «Lokomotiv Kurastyru Zauyty» has been operating for two years already and in fact is the guarantee of exercising control over the safety of labor protection.

The FPRK believes that the work of the industrial councils in industrial enterprises should be stepped up. According to the Federation of Trade Unions in Kazakhstan there are 12,000 production councils, only 581 of them operate in enterprises of the real sector.

Meanwhile, the number of operating enterprises in the republic as on 1 of February 2018. – 230.027, including large ones – 2,261, medium ones – 7,038, small ones – 220,728. Meanwhile, production councils are the main tool for resolving labor issues at industrial enterprises.

Trade unions of Kazakhstan intend to solve these issues on a systematic and long-term basis.
