A board of the State Institution “Labor Administration of the Pavlodar Region” was held in the Akimat of Pavlodar Region on the topic “On the Main Results of the Activities of the State Labor Inspectorate for 2019 and Plans for 2020”, chaired by the Mayor of Pavlodar Region Bulat Bakauov.
The final board of the year of the state institution is an important and defining milestone in its activity, where problematic issues are identified and future prospects for business are determined. The event was held in the videoconferencing mode with online connection of akims of cities and regions.
State inspector of labor Pavlodar Kapanov A.K. reported on the main results of the activities of the State Labor Inspectorate for 2019 and plans for 2020. The tasks of the State Institution “Labor Administration of the Pavlodar Region” are to ensure state control over compliance with labor legislation of the Republic of Kazakhstan, ensure compliance with and protect the rights and freedoms of workers, including the right to safe working conditions, consider appeals, applications and complaints of workers and employers. In 2019, 339 inspections were carried out, 449 violations were identified, 217 orders were issued to eliminate the revealed violations.
There were 159 cases of administrative responsibility in the amount of 22.8 million tenge; 1432 complaints and applications were examined. Of particular concern is the number of cases of occupational injuries committed by enterprises in the region: there were 117 injured in the workplace, of which 10 were fatal.
Akim of the region provided an opportunity to speak at the board of the chairman of the Trade Union Center of the region, the deputy of Pavlodar regional maslikhat Dinara Aitzhanova.
– Trade unions of the region are concerned about the increase in the number of cases of industrial injuries at existing enterprises. We do not take responsibility, through primary trade union organizations we exercise public control over the creation of safe conditions in the enterprises of the region. The situation is complicated by the fact that trade unions do not operate at all enterprises, today every third resident of the region is a member of the trade union, said Dinara Aytzhanova.
The social partnership of the Trade Union Center with the Regional Labor Office is implemented through a series of jointly held socially significant events. There were more than thirty such joint events for 2019. For example, according to the results of the Republican Contest “Zhebek Zholy”, Labor Day was held, which was designed to increase the prestige of Labor Man in society, stimulate productive labor, promote working professions among young people and strengthen the long-standing traditions of working dynasties.
Within the framework of the contest, awards were held in the nominations “The Best Labor Dynasty”, “The Best Mentor for Working Youth”, and “The Best Young Production Worker”. In addition, certificates of trust were issued on the compliance of employers with the requirements of the labor legislation of the Republic of Kazakhstan Kamkor Wagon LLP and the director of Group KSM LLP.
In the seminars organized by the Trade Union Center on the training of labor legislation both on the trade union site and on site visits, labor inspectors of the region, where more than 1,500 people are trained, take an active part. In the framework of the “Enter into an Employment Contract” campaign, joint outreach is constantly being conducted on the need to formalize labor relations by concluding labor contracts at stations, in public transport, and in educational institutions for graduates.
Jointly initiated and conducted a single day of prevention of industrial injuries at each enterprise. Special work is carried out on the training of technical labor inspectors, meetings with labor collectives on compliance with labor laws and labor protection with visits to enterprises by the first leaders of the Trade Union Center and the Labor Department of the region.
For 2020, a number of joint activities are planned to implement the Safe Work Program, Together we will increase the work culture, a competition for the best technical inspector and others.
