Within the framework of a working visit to Pavlodar region, the First Deputy Chairman of the Nur Otan Party, Bauyrzhan Baibek, met with the labor collectives of Pavlodar region enterprises with the participation of Pavlodar Region Akim Abylkair Skakov, the First Deputy Chairman of the Pavlodar Regional Branch of the Nur Otan Party Ilya Terenchenko, Chairman of the Trade Union Top center of Pavlodar region ”, deputy of the regional maslikhat Dinara Aitzhanova.
During a meeting with employees of Neftekhim LTD LLP and Pavlodar Petrochemical Plant LLP (PNHZ) Bauyrzhan Baibek discussed current issues of wages, working conditions, labor safety and security, respect for workers’ social and labor rights, and their receipt of additional social benefits in within the framework of social partnership and the protection of the rights of Labor Man.
According to Bauyrzhan Baibek, Pavlodar region is one of the flagships of the country’s industry and energy. It was also noted that thanks to the industrialization program initiated by Elbasy, thousands of new jobs were created in the region.
The first deputy chairman of the Nur Otan party, Bauyrzhan Baibek, asked about the existence of a primary trade union organization at the company Neftekhim LTD Company LLP. According to the Director General Timoshov O.E. there is no primary trade union organization in the company.
In turn, T. Vaskina, the chairman of the local oil refinery union of the Pavlodar petrochemical plant, added that the company employs 1,532 people, of whom 1239 are members of the local oil refinery union.
Thanks to the social partnership between the management of the refinery and the labor collective represented by the local oil refinery, the refinery operates not only a social benefits package for workers at the refinery, but also for their family members – spouses, parents and children.
“According to the collective agreement, every employee with school-age children is paid a lump-sum financial aid until August 15 to purchase school supplies of not more than 100 thousand tenge per child. Workers with preschool children attending commercial kindergartens are paid a monthly allowance in the amount of funds provided by the budget of PNHZ LLP, but not more than 1 minimum wage. In the summer period of vouchers to the recreation areas Bayanaul and Borovoye, employees of the enterprise pay 25% of the cost of the voucher for an employee and 50% of the cost of a voucher for a family member, ”said G. Vaskina, chairman of the local union
Dinara Aytzhanova expressed her readiness to provide organizational support to Neftekhim LTD LLP in renewing trade union traditions at the enterprise and opening a union primary in the near future.
– As a party member, deputy of the regional maslikhat and chairman of the territorial union of trade unions of the Pavlodar region, I believe that joint party and trade union control within the framework of the Memorandum of Cooperation will allow solving specific pressing problems of working citizens more effectively. Constant work is being done to involve workers in the region in the union. There are 137 thousand trade union members in the region, this is almost one in three adult residents, and union ranks increased by 10% in 2019 compared to the previous one, ”commented Dinara Aytzhanova.
Summing up the meeting, Bauyrzhan Baibek noted that a trade union should be at every enterprise.
“Along with providing jobs, it is necessary to create comfortable and safe working conditions. To this end, the primary party organizations together with the trade unions must promptly convey to the management of enterprises problems and wishes of employees. No question can be ignored. This is the practical implementation of the concept of the “Hearing State,” said the First Deputy Chairman of the Nur Otan Party.
The working visit continued with a meeting with employees of the Ekibastuz State District Power Station – 1 and representatives of trade unions in the region’s mining and metallurgical industry. During the meeting, issues and proposals on improving legislation in the field of protecting social and labor rights were discussed.
Following the results of meetings with representatives of the intelligentsia, non-governmental organizations of the Pavlodar region, Bauyrzhan Baybek emphasized that Nur Otan will deal with each issue systematically, including at the legislative level.
Recall: on February 4, 2020, the Nur Otan party represented by the First Deputy Chairman Bauyrzhan Baibek and the Federation of Trade Unions of the Republic of Kazakhstan represented by Chairman Yerala Tugzhanov signed a Memorandum of Mutual Cooperation. The memorandum provides for the joint conduct of public-party control over the observance of socio-economic and labor rights and interests of workers.
