TOPICAL ISSUES OF MEDICAL WORKERS WERE DISCUSSED IN THE FRAMEWORK OF THE FPRK CAMPAIGN “HOW DO YOU LIVE, PRIMARY?”

As part of the campaign: “How do you live, primary?”, an online visit to the primary trade union organization of the Center for AIDS Prevention and Control in Shymkent took place.

The meeting was attended by Deputy Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Nurlan Uteshev, deputies of the Majilis of the Parliament Berik Bekzhanov and Ekaterina Smyshlyaeva, chairman of the branch of the Branch Trade Union “SENIM” in Shymkent Yerkoz Batyrbekov, chairman of the Trade Union Center in Shymkent Baurzhan Alteev and the labor collective of the Center.

The Center for AIDS Prevention and Control, which has been providing specialized medical care to the population of the southern regions for 30 years, employs 121 people, 112 of whom are trade union members.

Deputy of the Mazhilis of the Parliament Berik Bekzhanov, who previously headed the Trade Union Center of Shymkent, in his speech noted the importance of holding the action of the FPRK, which allows you to get acquainted with the situation in trade union organizations on the ground.

“Currently, the Majilis of the Parliament is working on 75 draft laws affecting the rights and interests of workers. In addition, the issues of making appropriate amendments to the Labor Code are being raised. In particular, the law does not currently establish the procedure for remote work. Thus, work is underway to regulate the format of remote work, including the rights and obligations of employees and the remuneration system, ” the deputy of the Mazhilis said.

During the event, an introductory video about the work of the medical institution was presented.

On February 5, 2021, the institution signed a collective agreement between the trade union and the employer for 3 years. The trade union regularly monitors compliance with the rights of employees, including for timely payment of labor and compliance with safe working conditions.

Last year, the Center did not register violations of labor protection and safety standards.

In accordance with the Labor Legislation, employees working on public holidays are granted 1 additional day off. Laboratory staff, nurses and other nurses are provided with milk for working in harmful conditions.

Gulfarida Abdrashova, the chairman of the primary trade union organization of the Center, spoke about the measures of trade union support for the employees of the institution.

In 2020, the amount of trade union contributions amounted to 1,479,850 tenge, of which 814,500 tenge was spent on financial assistance to employees. In addition, during the pandemic, the branch of the Industry Trade Union “SENIM” provided assistance in the form of food stamps.

At the same time, during the pandemic, the SENIM branch issued a certificate in the amount of 300 thousand tenge for the purchase of medical equipment.

According to the chairman of the primary school, as material assistance in March 2021, low-income workers were issued certificates in the amount of 50 thousand and 110 tenge and thousands of tenge from the primary trade union organization.

The Deputy chief physician of the Center Kozhakhmet Mashirov touched upon a number of topical issues of concern to medical workers today.

“Despite the repeated increase in the amount of doctors’ salaries, the salaries of junior medical and support staff have not changed. This includes primary health care workers, laboratory assistants, psychologists, sociologists and teaching staff, ” he stressed.

Deputy of the Mazhilis of the Parliament Ekaterina Smyshlyaeva, answering the question, told about the measures taken to support medical workers.

“There is a problem of a disproportionate increase in the wages of employees. Today we are considering the issue of indexation of the minimum wage through the Ministry of Labor and Social Protection. Secondly, Resolution No. 1193, which regulates the increase in the salaries of medical workers, did not apply to laboratory employees without medical education. In addition, in July last year, the item on assigning categories to medical workers was excluded from the Code on Public Health. We work together with the Federation of Trade Unions on all these issues, ” Ekaterina Smyshlyaeva said.

In turn, the Deputy Chairman of the FPRC, Nurlan Uteshev, answered the question about measures to provide the FPRC with benefits for the recovery of medical workers involved in the fight against COVID-19.

“Last year, the Federation issued 300 vouchers with a 50% discount to members of the SENIM trade union. This year, this issue is being considered. To date, the Federation of Trade Unions has adopted a Concept on the development of FPRK assets, on the basis of which we will continue to work in this direction,” Nurlan Uteshev said.

Summing up the meeting, Nurlan Uteshev expressed gratitude to the employees of the Center for their selfless work and highly appreciated the work of the medical institution and its primary trade union organization.

At the end of the event, the best members of the professional activity were awarded certificates of honor on behalf of the Federation of Trade Unions of the Republic of Kazakhstan.
