“HOW DO YOU LIVE, PRIMARY?”: SOCIAL AND LABOR ISSUES OF LIBRARY EMPLOYEES IN THE SPECTRUM OF SPECIAL ATTENTION OF THE FEDERATION OF TRADE UNIONS

As part of the campaign “How do you live, primary?”, an online visit to the primary trade union organization of employees of the Akmola Regional Universal Scientific Library was held. Magzhana Zhumabayeva.

According to the chairman of the primary school, the trade union in the library has been operating since its creation in 1946. The full-time staff of the organization is 67 people, 41 of whom are members of the trade union.

The library has a collective agreement for 2018-2021, which contains a number of effective provisions aimed at ensuring social guarantees for employees and creating favorable working conditions for employees.

“One of the main conditions that ensures membership in a trade union is the clause introduced in the collective agreement that the social benefits and guarantees provided for in the collective agreement apply only to members of the trade union. Along with the measures of material support, the addition to paragraph 3 “Working time” provides for the provision of additional paid days-at the rate of 1 day for 5 years of continuous experience (no more than 6 days). These days can be used by the employee as additional days for vacation or at any time during the year after approval by the employer. Due to the fact that working in the library is associated with harmful working conditions, in addition to the leave, 3 working days are provided for those who have worked in the library for 1 year, and disabled employees of groups 1 and 2 are set a reduced working time-no more than 36 hours per week, while maintaining full pay,” Kulzada Mukhamedkalieva said.

“The administration works very closely with the trade union. We try to respect the rights of all employees in accordance with the labor legislation, ” said Galina Savenkova

Svetlana Imankulova, Chairman of the Branch Trade Union of Culture, Sports and Information Workers, noted the importance of joint solution of topical issues of cultural workers.

“It is necessary to revise the law on trade unions, which should stand up for the real protection of every Person at work, to revise the Labor Code, which should become a real defender of workers with effective measures for the development of social partnership. In the field of culture and sports, the quality of social partnership development is low. The main reason is that employers cannot provide any benefits and guarantees in collective agreements. This is due to budget constraints, this is a very low salary for cultural and sports workers, which is much lower in comparison with health and education organizations,” Svetlana Imankulova stressed.

She expressed her gratitude to the Federation of Trade Unions for paying special attention to the issues of industry workers.

Deputy of the Mazhilis of the Parliament Ekaterina Smyshlyaeva spoke about the initiatives of the Mazhilis deputies in the field of social support for employees of budget organizations.

At the same time, she recalled the measures to modernize the library sector, including the active digitalization of libraries.

In general, the deputy expressed her readiness to provide support in solving topical issues of cultural workers.

First Deputy Chairman of the Federation of Trade Unions Mukhtar Tinikeev noted the important role of the library staff.

Speaking about the problems of low wages in the industry, Mukhtar Tinikeev noted that the Federation of Trade Unions is taking serious steps to address this issue at the Government level.

“The minimum wage in Kazakhstan in the amount of 42500 tenge is a very small amount. The ILO has approved the Keitz index, which says that the minimum wage should be 50% of the average wage. Today, if the average salary in Kazakhstan is 206,000 tenge, then the minimum wage should be 103,000 tenge. Our minimum wage is 20% of the average salary, ” said the first Deputy Chairman of the FPRK.

He also noted the initiatives of the Federation of Trade Unions to amend the labor legislation of the country.

He made a special emphasis on the issues of supporting young professional leaders in the protection of the rights and interests of the Working Person.

“The Federation of Trade Unions has determined the winners of the trade union project “30 Enbek Elshisi”, aimed at promoting the values of labor among young people and the further development of trade union activities in the country. The new youth project aims to promote the modern image of trade unions in society. The project is a kind of social elevator for representatives of trade union youth. It is important for us that young people take an active part in the implementation of trade union ideas. Progress is possible when there are new approaches to solving old problems, so we rely on young trade union leaders, ” the first Deputy Chairman of the Federation of Trade Unions of the Republic of Kazakhstan added.

At the end of the meeting, Mukhtar Tinikeyev assured that the Federation of Trade Unions will continue to work on improving the legislation in the field of social protection of public sector employees and solving socio-economic problems in close cooperation with the deputies of the Mazhilis elected from trade unions.
