“HOW ARE YOU LIVING, PRIMARY?”: THE FTURK LEADERSHIP MET WITH MEMBERS OF THE PRIMARY TRADE UNION ORGANIZATION “THE UST-KAMENOGORSK CHILDREN’S CENTER FOR SPECIAL SOCIAL SERVICES”

As part of the campaign “How do you live, primary?”, dedicated to the Year of the Primary Trade Union organization, Deputy Chairman of the Federation of Trade Unions Nurlan Uteshev met with the staff of the Ust-Kamenogorsk Children’s Center for Special Social Services of the Department for the Coordination of Employment and Social Programs of the East Kazakhstan region.

Welcoming the participants, the Deputy Chairman talked about the FTURK initiative to hold the republican action “How are you living, primary?”.

“The campaign started on February 22, 2021. Due to the difficult epidemiological situation in the country, the FTURK leadership visits primary trade union organizations online via videoconference. The purpose of the campaign is to provide feedback to primary organizations, to receive information from ordinary trade union members about the problems of trade union members, as well as to inform about the FTURK work in the implementation of new projects and decisions of the Federation of Trade Unions bodies aimed at activating the work of member organizations to protect the socio-economic and labor rights of workers,” Nurlan Uteshev said.

According to his opinion, to date, the Federation of Trade Unions has conducted 53 online visits to primary schools in various industries. The trade union associations held 290 online meetings with territorial associations. Thus, the total number of meetings within the campaign reached 343 visits. At the meetings, issues directly or indirectly related to improving the quality of life of employees were raised. Of the 228 issues received, 48 were resolved at the regional level, 8-at the national level, 170-were taken under control, ” the deputy chairman of the FTURK said.

During the meeting, the participants were presented with an introductory Video story: “One day of a pupil of the Dilnaz institution”, reflecting the work of the Center.

Currently, the institution provides special social services to 143 children with musculoskeletal disorders and neuropsychiatric pathology aged from 1.5 to 18 years. The children stay here for 10 hours and receive special social services.

According to Maria Ertman, Deputy chairman of the primary trade union organization of the Ust-Kamenogorsk Children’s Center for Special Social Services, the primary trade union organization of the Ust-Kamenogorsk City Center for Special Social Services was established in 2010. As of July 1, 2021, 127 employees work in the municipal state institution, all of them are members of the trade union.

As she added, employees of the institution are provided with social benefits, as well as social guarantees provided for in the collective agreement, including financial assistance in connection with the birth of a child, in connection with reaching retirement age, anniversaries and other memorable dates.

The primary trade union organization, together with the management of the institution, regularly conducts sports and cultural events for the collective.

The primary trade union organization is a part of the Branch Trade Union of employees of state, banking institutions and public services “Kyzmet”.

Acting Chairman of the East Kazakhstan regional branch of the Branch Trade Union “Kyzmet” Dauren Tleubayev in his speech noted the relevance of the issue of increasing wages to employees of the institution at the same level for all categories of employees.

He appeald to the FTURK leadership with a request to assist in resolving this issue.

The chairman of the Branch Trade Union of state employees, banking institutions and public services “Kyzmet” Mirbolat Zhakypov noted a number of topical issues in the industry.

“Analyzing the hard work of social workers, their situation today is unsatisfactory. In 2019, we decided to raise the salary of social workers. But this is not enough. Three weeks ago, we appealed to the MTSZN about the need to increase wages. This is due to the fact that education and health workers also work in this area. Wages in social institutions are low, and those who do not fall into this category are even lower. Kazakhstan has the lowest salary in the public sector among the CIS countries. It is necessary to replace such a concept as “Basic official salary”. This is the position of the Federation of Trade Unions. It is necessary to raise the status of not only social workers, but also all employees of the public sector,” Mirbolat Zhakypov pointed out.

Deputy of the Mazhilis of the Parliament Ekaterina Smyshlyaeva spoke about the legislative activities of deputies of the seventh convocation including those related to labor rights and social protection of citizens.

She emphasized that the issue of strengthening the status of social workers is on the agenda of the deputy corps.

Summing up the results of the meeting, FTURK Deputy Chairman Nurlan Uteshev consoled the systematic work of the institution’s staff and the effective social partnership of the primary trade union organization.

“I agree that the work of social workers is very difficult. You improve the quality of life of children with special needs. In general, the East Kazakhstan region has a very extensive experience of social work. The issues raised today are known to the leadership of the Federation of Trade Unions. The branch trade union works with them daily. We also involve the deputies of the Mazhilis of the Parliament from trade unions in solving these issues, ” Nurlan Uteshev said.

Speaking about the FTURK initiatives, he pointed out the work of an international round table organized by the Federation of Trade Unions together with the ILO on the topic: “The system of remuneration of labor in the Republic of Kazakhstan: challenges and prospects for improvement”. According to the results of the round table, national and foreign experts will develop a number of recommendations that we are going to submit at the Government. In addition, the FTURK made an appeal to trade union organizations, employees and employers on the issue of vaccination against coronavirus infection. I urge all of you to get vaccinated so that everyone can return to normal life as soon as possible,” said the Deputy Chairman of the Federation of Trade Unions.

In addition, Nurlan Uteshev talked about the new trade union project ” Get treated! Learn!”.

“The educational and wellness project will be launched in a pilot mode this year on the basis of the rehabilitation center “Adal Niet Astana” in Nur-Sultan. The new project will allow trade union members to combine treatment with trade union training for ten days in the center with highly qualified specialists and modern equipment, ” the Deputy Chairman of the Federation of Trade Unions said.
