“HOW ARE YOU, PRIMARY?”: THE ISSUE OF PAYMENTS BY QUALIFICATION CATEGORIES TO MEDICAL WORKERS WILL BE SETTLED

On Thursday, March 3, within the framework of the Republican campaign “How are you, primary?”, the First Deputy Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Mukhtar Tinikeev met with the staff of the “Multidisciplinary Hospital named after Professor H.J. Makazhanov” in Karaganda. The meeting was held via videoconference.

Welcoming the participants of the meeting, Chairman of the Territorial Association of Trade Unions of the Karaganda region Bolat Zhumabekov noted that the Republican action “How do you live, primary?”, held by the Federation of Trade Unions of the Republic of Kazakhstan for the second year, allowed the leadership of the FTURK, deputies of the Majilis of the Parliament of the Republic of Kazakhstan, the leadership of branch trade unions to communicate directly with ordinary members of trade unions, promptly respond to their requests and solve issues relevant to labor collectives.

KGP on PCV “Multidisciplinary hospital named after Professor H.Zh.Makazhanova”, where the meeting is taking place today, is one of the largest healthcare organizations in the Karaganda region. Based on many years of successful experience, the hospital today has a full range of departments to provide care at the highest level, Bolat Zhumabekov noted. The structure of the clinic is organized in such a way that full continuity in the treatment of the patient is ensured: from the stage of diagnosis, neurological, surgical, traumatological and therapeutic treatment to rehabilitation. i.e. the patient does not need to seek additional help from other institutions. The structure of the clinic has 207 neuro-neurological beds, 177 orthopedic and traumatology beds, 100 surgical beds and 69 general beds and 12 beds in the department of anesthesiology and intensive care.

The chairman of the primary trade union organization “SENIM” at the KGP at the “Multidisciplinary Hospital named after Professor H.J. Makazhanov” Andrey Pan told about the activities of the primary trade union organization. According to him, 1,123 people work in the medical institution, and all of them are members of the primary trade union organization of the branch trade union “SENIM”.

“The interaction between the trade union organization and the clinic administration is carried out through the social partnership system. The binding document in the relations between the employer and employees is the Collective Agreement for 2020-2022, the obligation of which is mutually unconditional. One of the innovative incarnations of the trade union committee is participation in solving the housing issue of employees, in 2021 a memorandum was signed between the administration of the clinic, PPO “SENIM” and the developer LLP “KKK LTD”, according to which the latter undertakes to provide apartments for employees at a discounted price,” said Andrei Pan.

In addition, the social partners have come to an agreement to pay for dual training in the Regional Higher Nursing College of 12 employees from among the junior medical staff (nurses) to obtain the qualification of secondary medical personnel.

As Andrey Pan noted, one of the directions in the activities of the primary trade union organization is to ensure the rights of employees of the enterprise to healthy and safe working conditions, the introduction of modern safety measures that prevent occupational injuries and the occurrence of occupational diseases, which is especially important during the coronavirus pandemic.

“On behalf of the Central Office and the Karaganda regional branch of the SENIM trade union, support was provided in the form of 7 charity certificates in the amount of 100,000 to 250,000 tenge and financial assistance in the amount of one million tenge to the family of a medical worker who passed away from a coronavirus infection. Development and improvement of the system for monitoring the condition of working conditions and labor protection, providing employees of the enterprise with workwear and personal protective equipment at the expense of the employer, milk delivery. These tasks are under the constant control of the trade union committee,” the chairman of the trade union committee said.

Deputy director of the medical institution Talgat Zhuken and Chairman of the Karaganda regional branch of the NGO “Sectoral Professional Union of Healthcare System Workers “SENIM” Noyan Bidaibayev told about joint work with social partners.

The participants of the meeting – medical workers of the hospital raised their concerns: about the problem of legal protection of medical workers, the fight against fake information in the medical field, about the abolition of categories for medical workers.

“In the middle of 2020, the Health Code categories for medical workers were abolished. Now there is such a situation – honored workers who have “flown” from the category in terms of wages have equaled resident doctors who are on staff, while according to the new wording, each organization has the right to pay extra at its discretion, this approach leads to unfair competition between organizations. It is necessary to create new criteria for assessing the qualifications of medical workers,” doctors say.

Answering the questions of Karaganda colleagues, Saparbek Dyusenov, chairman of the NGO “Sectoral Professional Union of Health Care Workers “SENIM”, said that the issue of introducing new criteria for assessing the qualifications of medical workers will be resolved.

“Within the framework of the trilateral industry commission, it was decided to sign an additional agreement on payments by qualification categories this week and the issue will be settled within the framework of our industry agreement,” Saparbek Dyusenov said.

In turn, Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan Ekaterina Smyshlyaeva noted that the problems of the medical industry in the Parliament are raised periodically.

“In the near future, a bill related to the issues of the healthcare system will be discussed in Parliament: qualification categories, professional medical error – a large block of issues in general. The bill in the form in which it is now does not suit the trade union, does not suit the deputies,” said Deputy Smyshlyaeva.

Addressing medical workers, the First Deputy Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Mukhtar Tinikeev spoke about the current activities of the FTURK in the Year of Social Partnership, announced by the decision of the General Council of the FTURK

“Representatives of the Federation of Trade Unions are members of interdepartmental working groups to develop packages of proposals for improving labor legislation. All relevant issues coming from ordinary trade union members are taken into account in the Federation and discussed with social partners,” Mukhtar Tinikeev said.

He voiced specific proposals from the FTURK that have already been submitted to the government and highlighted the main ones.

“In the package of proposals, we noted the need to legislate the annual indexation of wages. According to our recommendation, an analysis of regional tripartite agreements and collective agreements is being conducted for the effectiveness of providing social guarantees to employees of enterprises and organizations. We are carrying out this work together with social partners,” said the First Deputy Chairman of the FTURK.

Mukhtar Tinikeev also noted that 79 labor conflicts occurred in 2021, while at those enterprises where there are trade unions, the labor rights of employees were observed and tension in the collectives was quickly removed. In his opinion, “the labor community is beginning to realize that it is more effective to protect their social and labor rights by uniting in a trade union.”

Mukhtar Tinikeev thanked the medical community for their daily work for the benefit of the development of the healthcare system and the preservation of the health of workers.

Recall that since the beginning of the Republican campaign “How do you live, primary?”, about a thousand meetings with labor collectives were held, in which more than 57 thousand trade union members took part. Out of more than five hundred problematic issues, 392 have been resolved, and about a hundred issues are under the control of the Federation of Trade Unions of the Republic of Kazakhstan.
