EMPLOYERS OF SPORTS AND CULTURAL INSTITUTIONS OF ATYRAU REGION APPEALED TO THE CHAIRMAN OF THE FTURK FOR SUPPORT

The meeting of the Chairman of the FTURK Satybaldy Dauletalin with social partners – heads of sports and cultural institutions of Atyrau region took place at their request.

The reason for this appeal was systemic problems in the cultural and sports sphere.

According to the acting head of the Department of Physical Culture and Sports of Atyrau region Nurzhaugan Tuleuova, cultural and sports figures, in particular, employers of institutions have repeatedly appealed to state bodies, including relevant departments, with a request to solve specific problems. Today they are turning to the Federation of Trade Unions for help.

Among the most pressing problems are still low salaries of workers in the sphere, a shortage of professional personnel due to a reduction in the number of staff, lack of housing and others.

“Despite the fact that the state annually increases the wages of employees of the cultural and sports industries, the remuneration of employees remains low. For example, the approved tariffs for judges of sports competitions have not changed for years and today amount to 1,236 tenge per day. Along with this, our industry is experiencing a huge shortage of personnel. The policy of reduction in the public service system has led to the fact that only 8 employees

remain in our department, who supervise 28 sports institutions of the region every day,” Nurzhaugan Tuleuova said.

The colleague was supported by the director of the Atyrau region Higher School of Sportsmanship Rustem Kismetov.

“During the Olympics, we are waiting for medals from our athletes. However, no one takes into account the situation with the remuneration of professional coaches. Today, the salary of a senior coach is 70 thousand tenge. For this reason, we are losing personnel, qualified specialists go to secondary schools, where the salary is much higher. Time will pass and there will be no one to prepare the Olympic reserve,” Rustem Kismetov shared.

In turn, the head of the Academic Orchestra of Folk Instruments named after Dina Nurpeisova Sagynai Kopzhasarov noted that despite the fact that the wages of workers in the sphere are increasing, the base salary has not changed since 2016.

“The basic salary remained at the same level. Despite the increase in wages, my colleagues receive 58 thousand tenge in their hands. Not having their own housing, many rent apartments, they have only 20 thousand tenge to live on. We ask you to put this problem before the Government,” Sagynai Kopzhasarov said.

At the same time, the social partners noted that taking into account the authority of the Federation of Trade Unions of the Republic of Kazakhstan in solving workers’ problems, it was decided to appeal to the Chairman of the FTURK for support.

Gulnar Shaikhasheva, Chairman of the branch of the Branch Trade Union of Workers of Culture, Sports and Information, noted that in the year declared by the FTURK as the Year of Social Partnership, the trade unions of Atyrau region are taking measures to implement the instructions of the leadership of the FTURK together with social partners to solve systemic issues of industries.

After listening to the requests of employers, Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybaldy Dauletalin said that the FTURK keeps under control the solution of urgent problems of culture and sports workers.

“On February 15, we addressed the Prime Minister of Kazakhstan Alikhan Smailov with a letter on the proper implementation of the terms of the Sectoral Agreement. We noted that the issues of granting benefits and compensation to employees of the industry are not actually being fulfilled due to the limitation of the financial capabilities of employers by budgetary limits. The issues of low wages, additional allowances, lack of provision of health benefits to technical personnel and low-skilled workers in the industry remain unresolved. In this regard, the Federation of Trade Unions has made a proposal to improve the status and activities of workers in your industry. We also suggested suspending the process of optimizing cultural and sports organizations,” Satybaldy Dauletalin said.

He assured that the next package of proposals, taking into account the meeting in Atyrau, will be sent to the Government in the near future.

“In the Year of Social Partnership, we are taking concrete measures to improve the conditions and wages of Kazakhstani workers. Such meetings with employers help us in this, when we talk openly about problems that need to be solved together,” the Chairman of the Federation of Trade Unions of the Republic of Kazakhstan noted.

At the end of his working trip to Atyrau region, Satybaldy Dauletalin held a meeting with the region’s professional asset.

Among the tasks assigned to colleagues, he emphasized the need to strengthen cooperation with employers and government agencies on the prompt resolution of topical issues of the social and labor sphere.
