THE EXECUTIVE COMMITTEE OF THE FTURK APPROVED THE INITIATIVE TO CREATE A TERRITORIAL TRADE UNION STRUCTURE IN THE CITY OF ZHANAOZEN

Today, on April 14, under the leadership of the Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybalda Dauletalin, a regular meeting of the members of the Executive Committee of the FTURK was held.

As part of the agenda, the issue of establishing a representative office of the Trade Union Center of the Mangystau region in the city of Zhanaozen was submitted for consideration by the members of the Executive Committee.

Deputy Chairman of the FTURK Gulnara Zhumageldieva, speaking on the issue, stressed that the purpose of creating a trade union organization is the need to strengthen the protection of social and labor rights of workers.

Earlier, the creation of the territorial association was initiated by the professional leaders of Zhanaozen. They addressed this initiative to the Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybaldy Dauletalin during his visit to the Mangystau region in March this year.

The Chairman of the FTURK noted the importance of creating conditions for the operational coordination of the actions of the primary trade union organizations of Zhanaozen.

“The creation of a territorial structure will allow solving topical issues of social and labor relations on the spot more quickly and professionally, involving the parties of social partnerships in a dialogue, and developing an effective algorithm for the prevention of labor conflicts at the enterprises of the city. During the January events in Zhanaozen, the professional leaders showed high civic responsibility and carried out active explanatory work to contain the wave of protests,” the Chairman of the FTURK stressed.

During the meeting, the members of the Executive Committee considered the Plan for holding an International regional conference for trade unions of Central Asian countries on the topic: “Inclusiveness, sustainability and resilience – trade union policy to mitigate the consequences of the crisis.”

According to Gulnara Zhumageldieva, Deputy Chairman of the Federation of Trade Unions, the forum will be held in Nur-Sultan on May 12-13, 2022.  The conference is organized by the Federation of Trade Unions of the Republic of Kazakhstan together with the International Labor Organization.

Representatives of National trade union organizations of Uzbekistan, Tajikistan and Kyrgyzstan will take part in its work.

Within the framework of this event, it is planned to discuss the actions of trade unions to overcome the economic crisis caused by the pandemic, as well as issues of social dialogue, national programs on decent work, exchange of experience and knowledge.

In addition, she noted that the upcoming official visit of the direct contact mission of the International Labor Organization to Kazakhstan is a landmark event for the Federation of Trade Unions.

During the visit, it is planned to hold a number of meetings of representatives of the mission with the Chairman of the RTK, Deputy Prime Minister of the Republic of Kazakhstan Yeraly Tugzhanov, with the leadership of the Federation of Trade Unions of the Republic of Kazakhstan and its member organizations, representatives of central government agencies, as well as international and non-governmental organizations. During the meetings, it is planned to discuss issues of protecting the rights and interests of employees.

Delegates are also expected to visit the mine. Kostenko is in Karaganda, where a meeting with the professional asset of the Kazugleprof Branch Trade Union and other meetings will take place.

Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybaldy Dauletalin noted the special importance of the upcoming visit in the light of further development and strengthening of international cooperation.

“After the pandemic, we were all in prolonged isolation and had the opportunity to cooperate remotely. This is the first visit of the ILO since the pandemic. In our opinion, this is a sign of high confidence in us from foreign partners,” stressed Satybaldy Dauletalin.

The members of the Executive Committee also approved a Comprehensive plan of the Federation of Trade Unions for the implementation of the Roadmap on measures to increase confidence in trade unions and strengthen the influence of trade unions on the state of social and labor relations.

The plan includes a set of organizational and legal measures to address topical issues of the social and labor sphere.

The plan provides for such activities as the implementation of a project on trade union primaries, the development of an effective program for the monetization of membership fees, the development of an educational and methodological complex on legal issues, the introduction of digital approaches in the activities of trade union organizations, monitoring the norms of current legislation, conducting a legal examination of the NPA projects submitted by member organizations, preparation and generalization of human rights and judicial practice on issues of protection of labor rights, etc.

The roadmap is aimed at strengthening trade union ranks and increasing workers’ confidence in trade union organizations.

According to the developers, its implementation will contribute to the growth of trade union ranks, the formation of a new image of the trade union in the workforce.

As part of the agenda of the meeting, the results of the statistical reporting of the FTURK member organizations for 2021 were considered.

The analysis of the state of the key areas of activity of the Federation of Trade Unions and its member organizations was presented by the head of the FTURK staff Eldar Kadraliev.

According to him, the results of 2021 showed a decrease in the number of trade union members by 10,382 people or by 0.6%.

In total, 676 primary trade union organizations were created last year, in which 56,664 trade union members were involved.

The total number of collective agreements in 2021 increased by 1.2% (15,915) compared to 2020.

“The current system of collective-contractual regulation of the FTURK includes 16,112 collective agreements, of which 6,466 collective agreements were concluded in 2021. Collective agreements were aimed at ensuring the protection of 1,461827 employees, of which 1,363237 were trade union members. The key issues in the content of collective agreements remain the establishment of the procedure for indexing wages. The existing system of collective-contractual regulation of social and labor relations helps to maintain a stable level of the number of trade union members, contributes to a certain extent to the motivation of trade union membership,” Eldar Kadraliev said.

In general, he noted that thanks to the systematic work of trade union organizations, it was possible to ensure the stable functioning of the social partnership system at the previously achieved level.

The Executive Committee of the Federation of Trade Unions also considered the implementation of the trade union project “People’s Budget”.

Deputy Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Nurlan Uteshev said that 3 million tenge is provided for the implementation of the project this year in the budget of the FTURK. Funds in the amount of 1,000,000 tenge will be allocated from the FTURK budget for the implementation of each project. In addition, at the initiative of industry trade unions, it is planned to allocate additional funds for co-financing projects.

The Expert Commission for the selection of project proposals included representatives of trade unions of education and science workers, business workers, oil and gas industry, employees of state, banking institutions, cultural workers, sports workers, coal miners “Kazugleprof”.

“Within the framework of the People’s Budget-2022 project, 23 applications were received. During the discussion, the members of the commission decided to allow all applications to participate in the project. After evaluating the project applications, the Commission decided to approve for financing the projects “Improving the legal literacy of employers, where there are primary trade union organizations, to protect the social and labor rights of employees, strengthening and developing social partnership at the enterprise level” (North Kazakhstan Profservice LLP); “Professional Center for Self-Development” (Akimat of Aktobe region); “Virtual school of trade union knowledge” (NGO “Local trade union of employees of educational and scientific organizations of Kostanay region”, Kostanay).

Following the discussions, the Executive Committee of the Federation of Trade Unions approved all the issues on the agenda of the meeting by a majority vote.
