SATYBALDY DAULETALIN: “EFFECTIVE INTERACTION OF SOCIAL PARTNERS IS THE KEY TO SUCCESS IN BUILDING A FAIR KAZAKHSTAN”

As part of a working trip to the North Kazakhstan region, Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybaldy Dauletalin met with Akim of the region Kumar Aksakalov and together with the head of the region held a meeting of the Regional Tripartite Commission on Social Partnership and regulation of social and Labor Relations.

The meeting, held for the first time at the site of the Territorial Association of Trade Unions of the North Kazakhstan region, was attended by representatives of the Akimat of the region, employers and representatives of trade union activists of the North Kazakhstan region from 12 enterprises, most of them included in the risk map for labor conflicts. The main topics of discussion are the implementation of the regional agreement, the state of labor relations in the region, the issues of increasing wages of employees, the prevention of labor conflicts and the further development of the social partnership system in the region.

“In order to protect the interests of the rights of employees and employers, the social partners continue to work on concluding collective agreements. In order to effectively regulate social and labor relations, 5,236 collective agreements have been concluded in the region, or coverage is 95.8% of existing enterprises. In organizations with the participation of trade unions, the conclusion of collective agreements is 100%,” said Marat Omarov, head of the State Labor Inspectorate Department.

According to the results of inspections of enterprises, employers were issued 184 orders to eliminate violations, 106 officials and legal entities were brought to administrative responsibility in the form of fines (17.2 million tenge). As a result of the measures taken, the rights of 698 employees were protected, to whom 119 million tenge was paid.

For 8 months of this year, 22 accidents were registered in the region, in which 28 people were injured. In order to reduce occupational injuries, social partners in the region are implementing the “Safe Work” Program for 2021-2023, 1134 production councils are operating, the concept of “Zero Injuries–VisionZero” has been implemented at 123 enterprises.

According to the chairman of the Territorial Association of Trade Unions in the North Kazakhstan region, Erik Nurakayev, today 65,089 employees of enterprises are in the trade union ranks, there are 1257 primary trade union organizations.

“Since the beginning of the year, 11 primary trade union organizations have been created with the number of 284 trade union members in the fields of education, SENIM healthcare, agriculture, culture, and state institutions. Joint work with social partners is carried out in three directions: increasing the wages of employees, creating new primary trade union organizations and filling the collective agreements of organizations with high-quality content. The effectiveness of the work carried out is confirmed by the increase in the average salary of employees of the region by 22%,” the chairman of the Trade Union Center Yerik Nurakayev informed.

The joint work of social partners is based on an agreement between the Akimat of the North Kazakhstan region, employers’ associations and the Territorial Association of Trade Unions for 2021-2023.

“On behalf of the Chairman of the Federation of Trade Unions, in the course of persistent, systematic work of trade unions, both individually with the heads of enterprises and employers’ associations, a norm has been introduced into the regional agreement for the North Kazakhstan region to index the wages of workers in the real sector of the economy, as well as to prevent a reduction in the number of wage increases,” Yerik Nurakayev said.

The Chairman of the FTURK voiced some problematic issues raised during meetings with labor collectives of the North Kazakhstan region. In particular, about the necessary implementation of the legislative norm in rural areas on additional compensation payments to employees in the field of education and culture for utility costs.

Akim of the region, in turn, replied that this issue will be resolved in the near future.

Continuing the theme of further development of social partnership, within the framework of a single collective and the region as a whole, Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybaldy Dauletalin noted that following the joint work on the qualitative content of the regional agreement, the parties need to start scrupulous work on the social norms of collective agreements at each enterprise of the region, in particular those where there is not yet trade union organizations.

“In the region, collective agreements were concluded at 5,236 enterprises out of 5,465, and trade union organizations in the region 1,257. Where collective agreements were concluded jointly with trade unions, we are sure that social norms are fixed. The question is the content of the remaining collective agreements. I recommend that the social partners take control of the legal public examination of the draft collective agreements,” Satybaldy Dauletalin addressed the participants of the regional trilateral commission.

Akim of the region Kumar Aksakalov agreed with the social partner and noted that joint comprehensive work with trade unions on the qualitative analysis of collective agreements will be continued under the supervision of the leadership of the region.

It should be noted that due to the progressive development of partnership relations between the executive power, trade unions and employers, not a single labor dispute has been registered in the North Kazakhstan region. Social partners jointly implement a program to increase the income of the population. According to the governor of the region, this year 19,000 people were provided with jobs as part of the implementation of new 30 investment projects.

Summarizing the results of the meeting of the regional tripartite commission, Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybaldy Dauletalin thanked Akim Kumar Aksakalov for due attention to the development of social and labor relations in the region. He noted that the success of the initiatives announced by President Kassym-Jomart Tokayev in his Address to the people of Kazakhstan on the ground largely depends on the joint activities of all participants in the social partnership system.

“Our clear principled position is to support and implement the President’s course to build a strong and just state. Fair treatment of a Person of Work is our common task. In the North Kazakhstan region, meeting with employees of enterprises, we were convinced of the due attention from the leadership of the region and trade unions to solving the most pressing problems of the social and labor sphere. Effective interaction of social partners is the key to success in building a Fair Kazakhstan,” Chairman of the FTURK Satybaldy Dauletalin stressed at the end of the meeting of the regional trilateral commission on social partnership and regulation of social and labor relations.

By the way, for the timely prevention of labor disputes and prevention of violations of labor legislation, 113 meetings of the tripartite commission on social partnership and regulation of social and labor relations – 8 regional and 105 district – have been held in the North Kazakhstan region since the beginning of the year.
