As part of a working trip to the West Kazakhstan region, Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybaldy Dauletalin met with trade union activists of the region – members of the Coordinating Council of the Territorial Association of Trade Unions.
During such meetings with colleagues in the regions, an open exchange of views takes place, pressing problems are discussed, ideas are expressed and upcoming tasks are outlined.
The professional leaders of Western Kazakhstan told about the activities of trade union organizations in the region and identified issues that cannot be solved without the assistance of the Federation of Trade Unions of the Republic of Kazakhstan.
Chairman of the branch of the Branch Trade Union of Employees of state, Banking Institutions and Public Services Serik Suleimenov spoke about the situation with the practice of applying anti-corruption legislation in the region. According to him, the relevant protocols were issued to forty ordinary civil servants of the region for late submission of the income declaration, and their managers were fired, but before that, they paid thousands of fines.
“It is clear that the requirements for civil servants have been tightened. However, is it legal to apply double punishment for a subordinate’s misconduct? On behalf of all civil servants, we ask the Federation of Trade Unions to assist in resolving this issue at the legislative level,” Serik Suleimenov addressed the leadership of the FTURK.
As the Chairman of the FTURK noted, lawyers of the Federation of Trade Unions are currently monitoring the situation with the practice of applying the Law “On Combating Corruption” in the regions of the country, after a detailed analysis of such cases with the imposition of double punishment on civil servants, the relevant proposals of the FTURK will be submitted to the working group of the Parliament for further resolution of the issue by amending legislation.
Professional leaders of workers in the field of education and culture raised issues related to the need to revise the system of accrual of basic official salary and the lack of compensation payments in rural areas to cultural and educational figures.
“In accordance with the Laws of the Republic of Kazakhstan “On Local Public Administration and Self-government in the Republic of Kazakhstan” and “On the status of a teacher”, the regional maslikhat made a decision “On approving the Rules for determining the order of utilities and the purchase of fuel at the expense of budgetary funds for teachers engaged in professional activities in a rural locality”. According to its appendix, teachers engaged in professional activities in a rural locality are provided with social support to pay for utilities at the expense of budget funds in the amount of 3 MCI once a year. However, this payment has not been made since 2020,” said Marat Daupayev, Chairman of the West Kazakhstan Regional Organization of the Kazakhstan Branch Professional Union of Education and Science Workers.
The problem raised by Marat Daupayev is not new. Just a week ago, cultural workers of the North Kazakhstan region addressed a similar question to the Chairman of the FTURK. There, with the assistance of Satybalda Dauletalin and akim of the region Aksakalov, the issue was resolved.
“These payments have been adopted at the legislative level. And the laws must be enforced. Therefore, I am sure that the social partners of the West Kazakhstan region will solve the issue of compensation payments in rural areas positively. I will personally contribute to this,” the Chairman of the FTURK assured.
The chairman of the local trade union Azilya Ilikpaeva told about the delay by the employer in signing a collective agreement at the Batys su Arnasy enterprise.
“The validity period of the previous collective agreement has long been over, and the employer is delaying the adoption of a new one, and does not sit down at the negotiating table. The Labor Code stipulates that a collective agreement must be concluded within 3 months. We had to go to the judicial authorities. The court’s decision in favor of the trade union. But, we still cannot agree on a new collective agreement with the employer,” complained the chairman of the local trade union.
Satybaldy Dauletalin, responding to a colleague, noted that the Federation of Trade Unions is ready to assist in the negotiation process with the employer at the Batys su Arnasy enterprise.
“The adoption of a collective agreement is an important negotiation process between an employer and a trade union. However, if one of the parties refuses to negotiate and sign a collective agreement, we are ready to get involved and provide assistance. The Federation of Trade Unions will study the situation at your enterprise, and we will make an appropriate decision on further joint actions,” the Chairman of the FTURK said.
Continuing the theme of solidarity of trade union organizations within the Federation of Trade Unions, Satybaldy Dauletalin noted that unity and consolidation are among the basic principles of the ideology of trade unions.
“Meetings with colleagues in the regions are a combination of our efforts in solving problematic issues, including in cooperation with social partners. Trade unions, raising problems, offer ways to solve them. Together we develop and implement the main tasks outlined in our Strategy “In Unity towards justice and Development”. The Federation of Trade Unions aims to provide advisory, legal, organizational assistance to all member organizations at all levels, starting with the primary trade union structure,” the Chairman of the FTURK said at the end of the meeting of the Coordinating Council of the Trade Union Center of the West Kazakhstan region.
