TRADE UNION SEMINAR ON CHANGES IN LEGISLATION FROM JANUARY 1, 2023

The study of new legal acts, amendments and additions is carried out by trade unions on an ongoing basis.

100 representatives of branches of branch, local, primary trade union organizations took part on January 5 in a training seminar on changes in the current legislation organized by the Territorial Association of Trade Unions of Pavlodar region online on the Zoom platform.

The speakers were the head of the Reconciliation Center “Tatulasu ortalygy” of the Territorial Association of Trade Unions of Pavlodar region Ivanova M.A. and the head of the branch of JSC “State Social Insurance Fund” in Pavlodar region Kapenova A.A.

The participants got acquainted with the novelties of legislation: The Law of the Republic of Kazakhstan “On the Republican Budget for 2023-2025”, the Constitutional Law of the Republic of Kazakhstan “On the Constitutional Court of the Republic of Kazakhstan”, the Constitutional Law of the Republic of Kazakhstan “On Amendments and Additions to Some Constitutional Laws of the Republic of Kazakhstan on the implementation of the Address of the Head of State dated March 16, 2022”, the Law of the Republic of Kazakhstan “On Amendments and Additions to the Code of the Republic of Kazakhstan on Administrative Offenses”, the Law of the Republic of Kazakhstan “On Amendments to the Code of the Republic of Kazakhstan “On Taxes and Other Mandatory Payments to the Budget”, the Law of the Republic of Kazakhstan “On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on State Youth Policy and Social Security”, the Law of the Republic of Kazakhstan “On Restoration of Solvency and Bankruptcy of Citizens Of the Republic of Kazakhstan”, orders of the Minister of Education of the Republic of Kazakhstan “On approval of the professional standard “Teacher”, “On approval of evaluation criteria of educational organizations”, “On approval of the “Rules for the prevention of bullying of a child”.

“In accordance with the Law of the Republic of Kazakhstan “On Amendments and Additions to some Legislative Acts of the Republic of Kazakhstan on issues of state youth policy and social security”, it is planned to increase the duration of the period for assigning child care payments to 1.5 years; suspension from 2023 to 2028 of the planned increase in the retirement age for women at the level of 61 years; gradual increase the amount of the basic pension; increase of the maximum income limit when calculating the size of a solidary pension from 46 to 55 MCI; increase in the age of young people from 29 to 35 years; increase in the amount of social benefits for job loss for insured persons to 45% of the average monthly income; monetization of the guaranteed social package provided to recipients of state targeted social assistance; legislative consolidation of concepts: “youth development index”, “social services for youth”, “temporarily unsettled youth”, “youth work specialist”, “youth labor groups”, – said M.A. Ivanova.

“Since January 1, 2023, the parameters of 2 types of social payments have been changed: the payment for job loss has been increased by an average of 13% – the income replacement coefficient has increased from 40% to 45%; the social payment for child care is assigned from January 1, 2023 until the child reaches the age of 1.5 years. In the Pavlodar region, 7599 recipients have extended the payment period to 1.5 years. Since January 1, 2023, the amount of long-term social benefits has been increased by 8.5% – payments in case of disability and in case of loss of breadwinner. Recalculation, increase and extension of payments are made in an automated mode,” A.A. Kapenova informed.
