A MEETING OF THE COORDINATING COUNCIL OF THE TRADE UNION CENTER OF PAVLODAR REGION WAS HELD

On January 17, 2022, an expanded meeting of the Coordinating Council of the Territorial Association of Trade Unions of the Pavlodar region was held in the Qasipodaq uiy building in the city of Pavlodar.

The Coordinating Council of the Territorial Association of Trade Unions of the Pavlodar region is an advisory body acting to coordinate the actions of the structures of branch trade unions formed in the territory of the region.
The expanded meeting was attended by the chairmen of branches of branch, local, large primary trade union organizations.
The following issues were considered on the agenda: A speech by the Chairman of the Territorial Association of Trade Unions of the Pavlodar region Aitzhanova D.N. on the topic “On the results of the work of the Territorial Association of Trade Unions of the Pavlodar region for 2022 and the Work Plan for 2023”, a speech by the head of the branch of the FTURK Legal Clinic Ivanova M.A. on the topic “The results of the human rights activities of the Territorial Association of Trade Unions of the Pavlodar region for 2022”.

“The Territorial Association builds its work on the basis of the Strategy of the Federation of Trade Unions of the Republic of Kazakhstan for 2020-2025 “In unity for justice and development”, in which the most important value is a Person of Labor, and the purpose of the work is to continue the chosen course for decent work, decent life and social justice. The key benchmarks in 2022 were the further development of social partnership, the increase in incomes of the population, and the creation of safe jobs. During the reporting period, 6 meetings “How do you live primary?” were held with the participation of the leadership of the FTURK, 45 meetings with primary at the regional level with the participation of 1,120 trade union members, more than 30 actions of a Mobile consultation point were held, 61 training seminars with training of 4,500 people, 4 new primary schools with a number of 621 people were opened, 19 meetings were attended the regional tripartite commission on social partnership and regulation of social and labor relations with the initiation of consideration of certain issues: on the fulfillment by the parties of the agreement of the obligations assumed, on the quality of collective agreements, on safety and labor protection, on the elimination of arrears of social contributions to the fund of the State Social Insurance Fund,” the speech noted.

“In pursuance of the Resolution of the Executive Committee of the Federation of Trade Unions of the Republic of Kazakhstan dated December 14, 2020 “On the establishment of the FTURK Legal Clinic”, a branch of the Legal Clinic has been launched at the Territorial Association of Trade Unions of the Pavlodar region. The main purpose of the Legal Clinic is to provide free legal advisory services to members of trade unions of member organizations of the Federation of Trade Unions of the Republic of Kazakhstan on labor, social and trade union legislation, as well as on administrative and criminal legislation in the field of violation of labor and social rights of citizens. The reception of incoming appeals from trade union members is organized through a call center that works 24/7 around the clock and at receptions of citizens with the participation of deputies of regional and city maslikhats, chairmen of branches of branch, local trade union organizations, local mediators and lawyers, judges of district (mountain) courts, lawyers of branches of branch trade unions. A trade union member who has applied is not only entitled to receive free legal advice, but also to receive legal assistance in filing an application with a conciliation commission or court. In total, about 600 applicants were consulted in 2022. On labor disputes that have arisen before the court and in court, conciliation negotiations were held in 96 cases with the conclusion of a mediation agreement in 70 cases regarding 140 parties to the labor dispute,” Ivanova M.A. noted in her speech.

Having positively assessed the work of the Territorial Association of Trade Unions of the Pavlodar region for 2022, the members of the Coordinating Council of the Territorial Association of the Trade Union of the Pavlodar region supported the proposals for the formation of a Work Plan for 2023.
Following the meeting, the chairman of the NGO “Pavlodar Regional organization of the Kazakhstan Branch Professional Union of Education and Science Workers” G.A. Naurazbaeva, Chairman of the branch of the NGO “Branch Professional Union of Agricultural Workers in the Pavlodar region” P.E. Surma, Chairman of the NGO “Local Trade Union of Employees of the PAVLODARENERGO power system” B.K. Toleubaev shared their work experience.
