CHAIRMAN OF THE FTURK: “TRADE UNIONS HAVE LAID THE FOUNDATION FOR IMPROVING THE WELFARE OF THE POPULATION”

On Wednesday, August 16, under the leadership of the Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybaldy Dauletalin, a working meeting was held with the chairmen of territorial unions of trade unions, during which the professional leaders of regional Trade Union centers reported on the current situation in each of the regions and provided information on the work to protect the rights and interests of trade union members.

In accordance with the agenda, the meeting participants discussed the preparations for the meeting of the Republican Tripartite Commission on Social Partnership, the participation of the Federation of Trade Unions in the working group on the development of the Concept of Safe work, as well as measures to develop social partnership and several organizational issues.

According to Satybaldy Dauletalin, within the framework of the Republican Tripartite Commission, the Federation of Trade Unions plans to discuss with social partners a few specific proposals to solve workers’ problems based on the appeals of the workers themselves, including those received during the working trips of the Chairman of the FTURK to the regions.

The head of the Federation of Trade Unions recalled that the Federation of Trade Unions made a proposal to the Government to develop and implement a National Decent Work Program in Kazakhstan.

“The Federation initiated this issue at the meeting of the National Kurultai, where it was adopted and included in the Plan for the implementation of the proposals of the National Kurultai. Currently, the Ministry of Labor and Social Protection is working on a draft National Decent Work Program.  The main thing is that the document has its practical effectiveness and really reflects the opportunities and steps to ensure decent work in Kazakhstan. Decent work is the main goal of trade unions,” stressed Satybaldy Dauletalin.

According to him, the proposal is based on the recommendations of the International Labor Organization, cooperation with which the Federation of Trade Unions has been strengthening for several years.

“This is the result of our meetings and joint events. At the initiative of the Federation of Trade Unions, the Government sent an invitation to the Director General of the ILO to our country,” the Head of the FTURK said.

Satybaldy Dauletalin also instructed to activate the work of the Trade Union Centers of the regions to improve the quality of collective agreements.

“The collective agreement is the main document that regulates social and labor relations. It is necessary to improve the provisions of collective agreements in all enterprises. Next year we will conduct an analysis and assess how much the situation has improved on the conclusion and implementation of collective agreements,” Satybaldy Dauletalin said.

The Chairman of the Federation of Trade Unions gave several instructions on ensuring safety and labor protection and called for strengthening work to clarify the provisions of the Concept of Safe Work.

“For several years, the Federation of Trade Unions has been stating the need to move from a compensation model to risk management. The Federation’s proposals have been accepted and incorporated into the Concept. The concept of safe work and the National Decent Work Program is the basis that will improve the well–being of the population,” stressed Satybaldy Dauletalin.

In conclusion, he highly appreciated the work on the creation of deputy groups «Enbek» in regional Maslikhats.

“Very strong groups of initiative deputies have been formed, who are acutely raising issues and are ready to work together with trade unions to solve them,” the Chairman of the Federation of Trade Unions of the Republic of Kazakhstan concluded.

He urged his colleagues to develop a dialogue with representative bodies and other social partners on the ground.
