RTK MEETING: SOCIAL PARTNERS DISCUSSED ISSUES OF REGULATION OF LABOR RELATIONS

Chairman of the Federation of Trade Unions of the Republic of Kazakhstan Satybaldy Dauletalin took part in the meeting of the Republican Tripartite Commission on Social Partnership and Regulation of Social and Labor Relations, held under the leadership of Deputy Prime Minister of the Republic of Kazakhstan – Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Tamara Duissenova.

During the meeting, the social partners discussed issues of regulating labor relations, measures to legislate the methodology for determining the minimum wage, as well as key aspects of preventing social tension and resolving labor conflicts.

The Deputy Prime Minister focused the attention of social partners on a number of key problems in the social and labor sphere that require joint solutions.

According to her, to preserve social stability and strengthen the legal protection of the working population, it is necessary to increase the level of information and explanatory work, including to intensify training activities with employees and employers.

She appealed to the Chairman of the Federation of Trade Unions with a request to consider the possibility of expanding the coverage of trade union training, including at enterprises where there are no trade union organizations.

The Chairman of the FTURK Satybaldy Dauletalin informed social partners about measures to reduce the level of conflict in labor collectives, where special importance is given to work on training.

“The Federation of Trade Unions attaches special importance to such a tool as training. For several years, we have introduced the practice of conducting a series of educational projects for primary trade union organizations to improve skills in the negotiation process. The training seminars are attended by both employees and employers who jointly analyze cases on the prevention and resolution of labor disputes at enterprises. Last week, the FTURK educational marathon was held in the Mangystau region. Such a format allows us to summarize the best practices of work, identify problems, and support ordinary workers” stressed Satybaldy Dauletalin.

According to him, the practice of holding seminars shows good results.

“The Federation of Trade Unions held a number of meetings with social partners and labor collectives in the Mangystau region.  As a result of the work carried out in the labor collectives of the region, there have been positive changes in the self-consciousness of employees and there is an understanding of the right ways to solve social and labor problems. Daily monitoring showed a decrease in labor disputes and conflicts, as well as the number of strikes. This year, 33 labor conflicts have been registered in the Mangystau region. Of these, only 7 enterprises have trade unions that are part of the Federation of Trade Unions. The rest of the enterprises either do not have trade unions, or their trade union organizations are not part of the Federation” the Chairman of the FTURK said.

Speaking about measures to preserve social stability, Satybaldy Dauletalin said that the Federation of Trade Unions and its affiliated organizations participated in the resolution of 86% of all labor disputes in the Mangystau region, including enterprises where there are no trade unions.

“Thanks to negotiations with the participation of the Federation of Trade Unions, 53% of all conflicts ended peacefully, without leading to a strike. We have done a lot of work with social partners” the Chairman of the FTURK added.

At the same time, considering the decline in protest sentiments, he noted the importance of holding a trade union action «Labor Consultations», in which the employer and employee representatives openly discuss the problems that have arisen and ways to solve them.

Satybaldy Dauletalin called on social partners to jointly promote this format of dialogue to increase the level of mutual understanding between the employee and the employer.

The meeting also considered the work of the sectoral commissions on social partnership and regulation of social and labor relations, the ongoing work on the legislative consolidation of the methodology for determining the minimum wage, as well as some issues of cooperation with the International Labor Organization, including the resumption of the Decent Work program.

Along with this, organizational aspects of the competition on social responsibility of business «Paryz» and the results of the regional stages of the annual republican competition «Enbek Zholy» were discussed.

Following the meeting, the social partners developed proposals for improving national legislation in accordance with international standards, taking measures to legislate the methodology for determining the minimum wage, and implementing the Action Plan for the celebration of Labor Day.
