Issues of safety and health are in constant focus of the Federation of trade unions of Kazakhstan. Within the framework of social partnership, the Federation of trade unions is taking all possible measures to ensure decent working conditions, reduce occupational injuries and occupational diseases among workers.
Deputy Chairman of the Federation of trade unions Satybaldy Dauletalin took part in the meeting of the coordinating Council on safety and health of the Ministry of labor and social protection of the population of Kazakhstan, which launched the information campaign “Safe work” for 2019.
This information company is designed to become one of the effective measures to prevent accidents at work, as well as to comply with the labor rights and obligations of employers and employees in cooperation with social partners in 2019.
On behalf of the Federation of trade unions Satybaldy Dauletalin urged state bodies, public organizations and business leaders to take an active part in its implementation and to develop action plans in the workforce.
The Deputy Chairman of the FPRK first of all drew attention to the high level of industrial injuries in the country and noted the importance of solving this social problem.
During the period of 2018, 191 enterprises killed 221 people. 160 enterprises of proven fault of the employer, — said the speaker.
According to him, the tragedies are mostly associated with violations of labor protection requirements, low level of knowledge in the field of labor protection of employers and employees. At the same time, 138 enterprises do not have trade Union organizations, which indicates the lack of public control.
In this regard, within the framework of social partnership, the Federation takes a set of measures such as the implementation of regional programs “Safe work”, the Republican campaign “Together we will raise the culture of prevention in the field of labor protection”, as well as the contest “Best technical inspector for labor protection of the Federation of trade unions of Kazakhstan”.
Moreover, 2018 was declared the year of safety and labor protection by the Federation.
The result of this work was the creation of enterprises and organizations of the country 12 855 production councils for safety and health and the action of 17 914 technical inspectors exercising public control over the state of labor protection in the country.
However, as the speaker stressed, the number of established production councils is only 10% of the total number of operating enterprises in the country.
For further improvement of the system of labour protection Satybaldy Dauletaly proposed to develop and adopt the state programm “Safe work”.
The speaker also voiced several proposals for the reform of labor legislation.
We are talking about strengthening the prevention of industrial injuries, strengthening the role of production councils, the development of new legislation that obliges employers to fix any injuries of workers, including microtrauma, as well as the creation of a Unified information system for accounting and control of accidents at work.
Only by joint efforts of the Government, employers and trade unions, with the support of state bodies of supervision and control, we will be able to change the situation with the provision of normal working conditions for workers, – concluded Satybaldy Dauletalin.
